Another absolutely essential “General Level of Activity” is that within each of the genuine Marxist-Leninist organizations to carry on the continuous process of consolidation of all the cadre. Our Plan and practice for this “Level” is, in the main, summed up by the PLA’s slogan and campaign “Against Bureaucracy From Above And Liberalism From Below” and in our newly adopted Constitution. (See the Appendix).
This process depends first of all on the Ideo/Political Line. During our first year, we struggled to better understand our tasks as US Marxist-Leninists, that is, the responsibility we face not just to the proletariat (and other oppressed) of San Diego, but of the entire US (and ultimately to that of the whole world)....we struggled to recognize this and to, then, seriously examine all the biggest questions: How is the Party to be founded and on what basis? From where will its founders come? What tasks must be shouldered by those who see the urgency of the overall main task? What Plan correctly addresses and can solve these questions?
Through active participation in the discussions, through the gaining of clarity as to what questions were the most important and which of their aspects key, as we attempted to work with other forces based on the line as developed up to that point, through this and more, our understanding of & enthusiasm for the correct democratic centralist organizational norms and structures has grown...Thus, we offer our Constitution (modeled on that of the CPC(M-L)) to the movement as our Organizational Line. ..a Line that we feel is suitable for all formations of Marxist-Leninists in the US.[1]
In other words, the key components for continuing consolidation within the groups are: a strong Marxist-Leninist Constitution; and the struggle by all the cadres to ensure its being applied in practice throughout all aspects of the organization’s life & activity.
[1] Larger organizations would want to refer to the CPC(M-L)’s Constitution for its sections on the functioning of Democratic Centralism at the different levels of the organizational structure.
