The great red banner of communism is being held high aloft in every comer of the globe!
The successful holding of the historic Internationalist Rally, organized and hosted by the Communist Party of Canada (Marxist-Leninist) in Montreal April 30th, demonstrates this truth. The Internationalist Rally vividly exemplified in practice the glorious slogan of the international proletariat issued by Comrades Marx and Engels 130 years ago: "Workers of all countries, unite!"
This was a great celebration of May 1st, International Working Class Day. On the day after the Rally, May 1st itself, a massive Internationalist Feast was held and many of the participants in the festivities took part in the May Day demonstration of the workers of Montreal in a militant contingent under the banners of the CPC(M-L). The Internationalist Rally marks a significant further development of the unity and strength of the International Marxist-Leninist Communist Movement and the international proletariat in its struggle against bloodthirsty Capital.
The Internationalist Rally was a great victory for its host and organizer, our glorious fraternal party, the Communist Party of Canada (Marxist-Leninist). The CPC(M-L) has grown stronger and stronger, providing the Canadian proletariat with a militant revolutionary vanguard organization. The CPC(M-L) was the first Marxist-Leninist Party to be reconstituted in North America since the rise of Khrushchovite revisionism. The Internationalist Rally shows that it is continuing to play its role as an inspiration and a pathfinder for North America and is rendering great service to the proletariat of North America and of the entire world. The victorious convocation of the Internationalist Rally right here in North America is a big contribution to the growth of the International Marxist-Leninist Communist Movement.
This great Rally, at which over 3,500 revolutionary people militantly applauded and hailed speeches and messages from 19 Marxist-Leninist parties and national liberation organizations the world over, shows that the Marxist-Leninists, class-conscious workers and revolutionary masses are rallying to the defense of the purity of Marxism-Leninism and to uphold proletarian internationalism in order to advance the world revolution against its savage enemies. The Internationalist Rally in Montreal shows that the international proletariat will certainly smash up the old world of capitalism and slavery and build the new world of socialism and freedom. No force on earth can stop the world revolution from casting all the enemies of oppressed mankind into the garbage heap of history!
The historic Internationalist Rally in Montreal signifies the powerful growth, deepening of unity and over-all advance of the International Marxist-Leninist Communist Movement. It shows that the Marxist- Leninist parties and organizations are being built, strengthened and tempered to lead the proletarian struggle on all five continents. The Rally was organized and hosted by our glorious fraternal party, the Communist Party of Canada (Marxist-Leninist), which is opposing revisionism and opportunism of all types and leading the Canadian proletariat and people in their revolutionary struggle against U.S. imperialism and the Canadian monopoly capitalists. A message of greetings from the Party of Labor of Albania, which with the great Marxist-Leninist Comrade Enver Hoxha at its head is leading the International Marxist-Leninist Communist Movement today, tremendously inspired the participants in the Rally. Party after party set forth its militant tasks and declared its unbreakable unity with the proletarian parties of all countries. The Central Organization of U.S. Marxist-Leninists had the honor to address the Rally on the behalf of the American proletariat. The Rally was physical proof that, guided by the brilliant ideas set forth by Comrade Enver Hoxha at the Seventh Congress of the PLA, the International Marxist-Leninist Communist Movement is holding high aloft the great banner of Marxism-Leninism and proletarian internationalism and is vigorously leading the world revolution.
The Internationalist Rally was a hammer-blow to revisionism, opportunism and social-chauvinism of all types, which seek to corrode the revolutionary movement from within and split the proletariat in order to stave off the revolution and save their masters, the bourgeoisie, from extinction. The Rally thunderously denounced the pernicious trend of Khrushchovite revisionism, which created the greatest split of all time in the international proletariat and today is the center of modern revisionism and ruler of the Soviet social-imperialist superpower. The Rally showed the determination of the parties to carry through to the end the struggle against Khrushchovite revisionism begun over 20 years ago by the Communist Party of China led by Comrade Mao Tsetung and the Party of Labor of Albania led by Comrade Enver Hoxha. All shades of revisionism and opportunism were militantly denounced. The Rally ripped the mask from the ugly face of the offspring of Khrushchovism, the new international opportunist trend based on the "three worlds" theory. The main promoters of this theory are the capitalist-roaders in China led by Teng Hsiao-ping. These revisionists carried out a coup, seized political power from the proletariat and are engaged in restoring capitalism in the glorious socialist China of Chairman Mao. These opportunists are the chieftains of this "new" trend of revisionism. The "three worlds" theory advocates that the proletariat give up its sacred cause and hitch its wagon to the reactionary bourgeoisie of every country and participate in the reactionary war the two superpowers are preparing. The Internationalist Rally condemned this treachery, declaring that the proletariat is a revolutionary class, not a bunch of passive slaves, and that without fail it would follow the only revolutionary line, the line of resolute revolutionary struggle against one's "own" bourgeoisie. It will never support one superpower against the other but will unite with the revolutionary peoples for the sole purpose of digging the grave of the capitalists and all reactionaries. The Rally was a big blow to the social-chauvinism of the "three world-ers" and all revisionists and opportunists and a great victory for proletarian internationalism. It showed that the international proletariat is overcoming the splits caused by revisionism and opportunism and is uniting into a great army of Labor to wage the revolutionary class struggle. The International Marxist-Leninist Communist Movement will never reconcile itself to revisionism, no matter what mask it wears.
The Internationalist Rally was a tremendous blow to imperialism and reaction in general, headed by the two superpowers, U.S. imperialism and Soviet social-imperialism, the main enemies of all mankind. It demonstrated that the revolutionary movement is overcoming the attacks of the opportunists and becoming more conscious and organized on a world scale. In particular, the Rally was a big blow to U.S. imperialism, jack-booted ruler of the North American continent and mortal enemy of the world's people. Right in what U.S. imperialism regards as its "back yard" the proletarians of the five continents raised their mighty fists and roared their defiance. The Internationalist Rally showed that the proletariat of North America is not reconciled to being slaves, split by revisionism, but is uniting under the banner of the Internationale. It fills the peoples of the world with great joy to see the revolution advancing right in the heartland of the Yankee aggressors. When the representative of the COUSML declared on the behalf of the American working class its determination to bury U.S. imperialism once and for all, the arena rang with thunderous slogans: "Death to U.S. imperialism!!"
The historic Internationalist Rally struck like a bolt of lightning at the opportunists in North America. It illustrated the heroic work of the invincible CPC(M-L) and was a great victory for the proletariat of Canada. For years Khrushchovite revisionism and the Chinese capitalist roaders, acting through their agents in Canada and the U.S., have tried to "smash CPC(M-L)" and isolate the Party from the Canadian working class and the international proletariat. The huge participation of over 3,500 people and of the Marxist-Leninist parties and organizations and national liberation movements and the fraternal greetings sent by the Party of Labor of Albania have smashed to smithereens the campaign to isolate our fraternal Canadian Party. The organization of the Internationalist Rally showed that with great revolutionary courage our fraternal Party is carrying out its duty to organize the Canadian proletariat for revolution and to give selfless aid to the revolutionaries of all countries.
The Rally gave great support to the movement which is developing powerfully in the United States against social-chauvinism and all forms of revisionism and opportunism, against all those who openly cheer on the U.S. imperialists to build more B-l bombers, Trident submarines and neutron bombs and against those who covertly give the same treacherous line. These characters, who have been openly flaunting their sponsorship by international opportunism for years in order to paint themselves as the "official Marxist-Leninists", suffered a big defeat. A large contingent of several hundred Marxist-Leninists, class-conscious workers and revolutionary activists from the U.S. participated in the Rally to support and learn from the genuine Marxist-Leninist parties and intensify the work of reconstructing the Marxist-Leninist Party sorely needed by the American working class. The Internationalist Rally gave great impetus to the struggle of the American Marxist-Leninists to smash social-chauvinism and re-establish the Party. The day of the reconstitution of the Marxist-Leninist Party in the U.S. has been brought still nearer as a result of this historic Rally!
The grand Internationalist Rally, while inspiring the proletarians of all countries with the spirit to fight for their emancipation, re-emphasizes the weighty tasks facing the American proletariat if it is to carry out its proletarian internationalist duty to the workers and oppressed peoples of the world. The present deepening upsurge of the workers' movement and the movements of the Afro-American people and other oppressed nationalities under the pressure of the all-round crisis of imperialism emphasizes the need for revolutionary leadership for these struggles to reach their goal. The COUSML has solemnly sworn before the representatives of the proletariat of the five continents that it will unflinchingly hold high the revolutionary banner of Marxism-Leninism and proletarian internationalism and lead the American proletariat in the revolutionary struggle to smash U.S. imperialism. It is vigorously carrying out this work. The great Internationalist Rally will intensify the determination of all honest and genuine Marxist-Leninists in the U.S. to struggle vigorously against social-chauvinism and all revisionism and opportunism, unite to build the Marxist-Leninist Party in the working class and lead the proletariat and oppressed masses in the revolutionary struggle!

On the occasion of the Internationalist Rally of your Party, we convey to you, the participants to the Internationalist Rally and the Canadian Marxist-Leninists, our revolutionary greetings and those of the Albanian communists.
We wish that your Internationalist Rally will mark a new important step forward in the continuous consolidation of the Communist Party of Canada (Marxist-Leninist), as a Party of a new type, able and worthy of its mission as a vanguard of the Canadian proletariat in the struggle for the triumph of socialism and communism.
On this occasion, the Party of Labour of Albania expresses its support for the workers and the working people of the world in their revolutionary struggle against the imperialist superpowers -- U.S. imperialism and Soviet social- imperialism, as well as all the reactionaries, for the victory of freedom, national independence and the triumph of socialism. It will always be beside the true Marxist-Leninists all over the world, in struggle againstthe enemies of Marxism-Leninism, especially against modern revisionism of all hues, in the struggle for the establishment of the dictatorship of the proletariat and the defence of the purity of Marxism-Leninism.

On April 30 in Montreal, the banner of proletarian internationalism was hoisted triumphantly, with the successful holding of the Historic Internationalist Rally of Marxist-Leninist Communist Parties, organized by the Communist Party of Canada (Marxist- Leninist). Nineteen fraternal Marxist-Leninist communist parties and organizations and national liberation movements from all five continents either sent representatives or messages of greeting to the Rally. Over 3,500 people participated in the day-long proceedings. This was the largest Marxist-Leninist communist rally ever held in North America.
The representatives of the Marxist-Leninist communist parties and organizations and national liberation movements who addressed the Internationalist Rally also celebrated May First at the Internationalist Feast at the Paul Sauve Arena. It was extremely fitting and a great honor for the Canadian proletariat and the Canadian Marxist-Leninists that May First, international working class day, was celebrated with representatives of Marxist-Leninist communist parties from around the world.
The successful holding of the Internationalist Rally signifies the developing unity of the International Marxist-Leninist Communist Movement and the maturing of the struggle against revisionism and opportunism of all hues. The event marked the further development of the bilateral and multilateral relations and discussions between fraternal parties which assists the unity of the International Marxist-Leninist Communist Movement.
The hundreds upon hundreds of participants who arrived in Montreal from across North America were profoundly moved to find that the city had been painted red with propaganda hailing the Rally. Thousands of posters of every size had been placed up on nearly every street corner and huge slogans decorated walls throughout the city. This was the case across the country as well, as the supporters of the Party went all out to do propaganda for the historic occasion. All this had been accomplished in the face of a vicious campaign by the reactionary Canadian state to suppress all propaganda for the Rally, and in the face of the nefarious activities of the opportunists who had organized to systematically deface the Rally posters. In the weeks before the Rally large numbers of comrades of the Party had fought the police and been arrested for persisting in this revolutionary propaganda work.
The participants in the Rally began arriving early in the morning, several hours before the Rally was scheduled to begin. Before long, the thousands of participants had filled the entire floor area of the sports arena where the Rally was held, and they soon filled the stands on one side of the arena as well. The arena was decorated with scores of red flags and large red banners proclaiming: WORKERS OF ALL COUNTRIES, UNITE! and HOLD HIGH THE BRIGHT RED BANNER OF MARXISM-LENINISM AND PROLETARIAN INTERNATIONALISM!
Huge portraits of Marx, Engels, Lenin and Stalin flanked the rostrum, which was draped in red. Large portraits of Enver Hoxha and Chairman Mao also decorated the hall. Hundreds of participants eagerly gathered around the large literature table, which was covered with the works of the Marxist-Leninist leaders and with scores of other revolutionary Marxist-Leninist books, newspapers and pamphlets from Canada and around the world. Many new books and pamphlets were newly released on the occasion of the Rally, including The Selected Writings of the GreatMarxist-Leninist Enver Hoxha, 1971-1977; 50 Numeros de "El Pueblo" en la Clandestinidad (50 Issues of "El Pueblo" in Clandestinity), Report of the Communist Party of Canada (Marxist-Leninist) Delegationto Eritrea, as well as Documents of the Ninth AnnualConference of the Canadian Student Movement, and the pamphlet To Win the Battle for the ImmediateRestoration of the Hereditary Rights of the NativePeople Is Our Sacred Responsibility. A beautiful commemorative poster of the Internationalist Rally, produced especially for the occasion, was also displayed on the table. The poster featured the portraits of Marx, Engels, Lenin and Stalin above the inscription: HOLD HIGH THE BRIGHT RED BANNER OF MARXISM-LENINISM AND PROLETARIAN INTERNATIONALISM. The poster also bore the names of all the Marxist-Leninist parties and organizations which sent representatives or messages of greeting to the Internationalist Rally.
The Rally was opened with a selection of revolutionary songs of the international proletariat performed by the Canadian Cultural Workers' Committee, including the "Song of the Internationalist Rally", which was performed for the first time. The two delegations of Party Activists who recently toured Albania next mounted the rostrum and sang the "Song of the Seventh Congress of the Party of Labor of Albania" and the "Song of the Third Congress of CPC(M-L)". They also sang a song which the Party Activists had written ih tribute to Socialist Albania, reflecting their profound love for Comrade Enver Hoxha, the PLA and the People's Socialist Republic of Albania, which was reinforced by their visit to Socialist Albania.
The deep love of the Canadian proletariat for the glorious PLA, with Comrade Enver Hoxha at the head was reflected in the response of the Rally to the screening of the film of the Seventh Congress of the PLA. The Seventh Congress of the PLA and the Report by Comrade Enver Hoxha to the Congress were of great importance for the strategy and tactics of the world Marxist-Leninist Communist Movement. The Seventh Congress resolutely upheld the slogan of Marx, Engels, Lenin and Stalin: WORKERS OF ALL COUNTRIES, UNITE!, and repudiated the "theory of three worlds" and thereby dealt a heavy blow to the revisionists and opportunists of all hues who have issued the counter-revolutionary call that the proletariat should unite with the reactionary bourgeoisie of each country and with imperialism. It was from the Seventh Congress of the PLA that the trend of the developing unity of the International Marxist-Leninist Communist Movement took a decisive step forward. The Internationalist Rally is a continuation of this trend, which has been highlighted by the internationalist rallies in Rome, Ludwigshaven, Lisbon and Athens, and by the Joint Statement of the Latin American Parties and the Joint Statement of the Five European Parties. The rise of the International Marxist-Leninist Communist Movement since the Seventh Congress of the Party of Labor of Albania is a gigantic step forward in eliminating bourgeois confusion and ending splits in the proletariat. The internationalist rallies held since the Seventh Congress have tremendously contributed to the elimination of confusion and the ending of splits in the proletariat. It is a long-term struggle but a bold step has been taken by the genuine Marxist-Leninist parties to eliminate confusion and end the splits in the proletariat as part of the revolutionary class struggle against imperialism and all reaction. After the screening of the film of the Seventh Congress of the PLA, the film of the Third Congress of CPC(M-L), entitled "Here's the Rose, Now Dance", was shown for the first time. The film was warmly received by the people participating in the Rally.
The Chairman of the Preparatory Committee of the Internationalist Rally welcomed all the fraternal delegates and participants to the Rally in his speech in which he pointed out that: "The unity of the International Marxist-Leninist Communist Movement can be established only by firmly opposing modern revisionism and all its currents and off-shoots and by opposing opportunism of all hues. The Internationalist Rally is being organized to oppose modern revisionism and opportunism of all hues and to contribute to the building of the unity of the International Marxist-Leninist Communist Movement which is surging forward today."
The participants stood in silence to mourn the untimely and tragic death of our young comrade who was engaged in carrying out revolutionary propaganda work for the Internationalist Rally in the U.S. The young comrade was a member of the Hindustani Ghadar Party -- Organization of Indian Marxists Leninists Abroad, and a staunch and devoted fighter for the International Marxist-Leninist Communist Movement. The Rally then paid homage to the revolutionary martyrs of the International Marxist-Leninist Communist Movement who laid down their lives in the battle against imperialism and reaction and for the emancipation of the proletariat and oppressed peoples. All the participants at the Rally stood in silence to pay their respects to Pedro Pomar, member of the Executive Commission of the Central Committee of the Communist Party of Brazil and Charu Mazumdar, General Secretary of the Communist Party of India (Marxist-Leninist) and all the other revolutionary martyrs.
When Comrade Hardial Bains, the Chairman of the Communist Party of Canada (Marxist-Leninist), mounted the rostrum, he was greeted with tumultuous applause by the entire crowd, which rose as one to its feet to cheer for several minutes, shouting slogans hailing the Party of the proletariat in Canada. This powerful ovation expressed the deep love of the Canadian proletariat for Comrade Bains, who has always fought for the defense of Marxism-Leninism and proletarian internationalism, and has always waged relentless and uncompromising struggle against revisionism and opportunism of all hues, always with the interests of the proletariat and people of Canada and the entire world at heart.
Comrade Bains spoke of the historic significance of the Internationalist Rally, which is a historic milestone in the development of the Marxist-Leninist Communist Movement and an historic event in the life of the proletariat in Canada. He read to the Rally the two telegrams from the Rally to Albania hailing the great Marxist-Leninist, Comrade Enver Hoxha, and hailing the great Marxist-Leninist Party of Labor of Albania.
Comrade Bains expressed the great honor he felt in being able to read to the Rally, the message of greeting received from the Central Committee of the Party of Labor of Albania hailing the Internationalist Rally. The people at the Rally, recognizing the historic significance of this warm and comradely message, its significance in the development of the Marxist-Leninist Communist Movement in Canada and internationally, rose to their feet and cheered loud and long after Comrade Bains finished reading the message. Shouts of "LONG LIVE ENVER HOXHA!", "LONG LIVE THE PLA!" and "LONG LIVE THE MILITANT UNITY BETWEEN THE PARTY OF LABOR OF ALBANIA AND THE COMMUNIST PARTY OF CANADA (MARXIST-LENINIST)!" filled the air.
Comrade Bains introduced the representatives of the fraternal Marxist-Leninist communist parties and organizations, and later the representatives of the national liberation movements, amidst thunderous applause from the revolutionary people participating in the Rally. As each representative was introduced by Comrade Bains and mounted the rostrum, they warmly embraced with Comrade Bains amidst tumultuous applause and shouting of slogans from the participants in the Rally. The shouting of slogans accompanied the applause for the representatives as they spoke. For example, the representative of the Communist Party of Spain (Marxist-Leninist) was greeted with the shouting of "ESPANA MANANA SERA REPUBLICANA!" (Tomorrow Spain Will Be Republican!), and the representative of the Revolutionary Communist Party of Chile was greeted with the shouting of "EL PUEBLO ARMADO JAMAS SERA APLASTADO!" (The Armed People Will Never Be Crushed!). When the representative of the Workers' and Peasants' Communist Party of Iran concluded his speech, the people at the Rally shouted "DOWN WITH THE SHAH!" The representatives were greeted with the shouts of "WORKERS OF ALL COUNTRIES, UNITE!" and "LONG LIVE PROLETARIAN INTERNATIONALISM!"
Each of the representatives gave the warm and wholehearted support of their Parties and the revolutionary proletariat of their countries for the struggle of the Canadian proletariat, a contingent of the international proletariat, led by the Communist Party of Canada (Marxist-Leninist), the revolutionary political party of the proletariat in Canada for the overthrow of the rule of the reactionary bourgeoisie and U.S. imperialism and for the struggle for genuine independence, democracy and socialism. The representatives expressed their deep revolutionary sentiment for the Internationalist Rally, as a banner of the revolutionary proletariat, against imperialism and reaction, and for the victory of the proletarian revolution and the triumph of socialism. The representatives of the Marxist-Leninist communist parties and organizations spoke about the struggle in their own countries against imperialism and reaction, and explained the strategy and tactics of the revolutionary struggle of the proletariat and laboring masses, and how each Marxist-Leninist party or organization leads the struggle in their own countries. The representatives resolutely and firmly denounced revisionism and opportunism of all hues, and particularly denounced the new opportunist trend based on the anti-Leninist "theory of three worlds".
The participants in the Rally greeted the representatives of the Marxist-Leninist communist parties and organizations with great joy, expressing their conviction that there is only one kind of proletarian internationalism and this is working wholeheartedly for the development of the revolutionary struggle and the overthrow of imperialism and reaction in one's own country, and supporting this struggle in every country without exception, and supporting and defending the dictatorship of the proletariat in the genuinely socialist countries.
All those at the Rally rejoiced to hear how the Marxist-Leninist communist parties and organizations of the various countries are developing, growing stronger and achieving successes, consolidating their ranks and strengthening their links among the working class and other laboring masses in the struggle against imperialism and reaction. All those at the Rally regard as common victories of the international proletariat, the victories won by each of the Marxist-Leninist communist parties and organizations fighting in their own countries for the cause of the revolution and socialism.
The representatives of all the fraternal parties and organizations were of the same opinion that the defense of and solidarity with the People's Socialist Republic of Albania is a primary duty of proletarian internationalism. All hailed the exemplary role of the Party of Labor of Albania with Comrade Enver Hoxha at the head in waging relentless struggle in defense of the purity of Marxism-Leninism and proletarian internationalism and against revisionism and opportunism of all hues. The representatives of all the parties and organizations stressed the absolute necessity of defending the purity of Marxism-Leninism for the struggles of the proletariat in each country to be successful.
The representatives vigorously denounced the anti-Leninist "theory of three worlds" being promoted by the right opportunists in China and the opportunist cliques which they have floated around the world. The "theory of three worlds" is a counter-revolutionary theory, a revision and complete falsification of Marxism, advocating a counter-revolutionary strategy directed against the interests of the proletariat and oppressed peoples, against the revolution and socialism. The "theory of three worlds" is in complete contradiction to the teachings of Lenin and Stalin as to the character of the epoch of imperialism and the proletarian revolution, and to the analysis that Lenin and Stalin made of its fundamental contradictions.
The representatives scornfully denounced and rejected the notion of "one main enemy" and upheld the correct Marxist-Leninist assessment that in the world today the two superpowers, U.S. imperialism and Soviet social-imperialism, are the biggest and most dangerous aggressive imperialist powers known in history. Each separated or together, the superpowers represent in the same degree and to the same extent, the main enemy of socialism, and the freedom and independence of nations, the greatest force defending oppressive and exploiting systems, and the threat of a third world war.
The representatives related how their parties are engaged in the life-and-death struggle against revisionism and opportunism of all hues, including the opportunists peddling the anti-Leninist "theory of three worlds". The historic Internationalist Rally has struck a blow against this opportunist "theory" and is a big contribution to the development of the International Marxist-Leninist Communist Movement and to the defeat of imperialism and all reaction by the international proletariat, led by its Marxist- Leninist parties.
After the fraternal representatives had delivered their speeches, and the messages of greeting from the other fraternal parties and organizations had been read, Comrade Bains made closing remarks on the historic significance of the Internationalist Rally. The program concluded with a glorious cultural carnival in which revolutionary songs and dances from around the world were performed and received with overwhelming enthusiasm by all the participants in the Rally. The Internationalist Rally concluded with the singing of the "International".
The Historic Internationalist Rally of the Marxist-Leninist Communist Parties provides a source of unlimited strength for the Canadian Marxist-Leninists and is an historic milestone in the development of the Marxist-Leninist Communist Movement.

It is with deepest revolutionary sentiment that the Central Organization of U.S. Marxist-Leninists greets this grand Internationalist Rally.
Today the International Marxist-Leninist Communist Movement is engaged in life-and-death struggle with international opportunism. This is a struggle which insures that the great red banner of Marxism-Leninism and proletarian internationalism continues to be held aloft and that the proletariat and peoples continue to advance on the victorious path of liberation and socialism.
Comrade Enver Hoxha's historic Report to the Seventh Congress of the Party of Labor of Albania was a great clarion call for the Marxist-Leninists in this struggle. In the one and one half years since Comrade Enver Hoxha's historic report a great revolutionary movement has unfolded in defense of the purity of Marxism, to build and strengthen the Marxist-Leninist communist parties, and to strengthen the unity of the International Marxist-Leninist Communist Movement. This grand Internationalist Rally is part of the trend coming out of the Seventh Congress of the Party of Labor of Albania and it is a vivid expression of proletarian internationalism. It is with warmest fraternal sentiment that we greet our host Party, the Communist Party of Canada (Marxist-Leninist).
For many years now the Communist Party of Canada (Marxist-Leninist) and the Central Organization of U.S. Marxist-Leninists have fought shoulder-to-shoulder on the same front. Together we have waged many battles against imperialism and revisionism and opportunism of all hues. The unity between our two organizations is based upon Marxism-Leninism and proletarian internationalism, and it has been steeled in the course of struggle against our common enemies.
CPC(M-L) was the first Party of the proletariat to be reconstituted in North America following the great betrayal by Khrushchovite revisionism. It was the fraternal comrades of CPC(M-L) who were the first in North America to solve the problem of defeating the revisionist betrayal by reconstituting the Party and applying Marxism-Leninism to the concrete conditions. For this reason, CPC(M-L) is of great importance to the proletariat in the United States not only as the beloved fraternal Party, but also as an inspiration and pathfinder.
More than eight years of struggle have proven that the Communist Party of Canada (Marxist-Leninist) is the organized revolutionary Party of the proletariat in Canada which is leading the class struggle against the main enemy. While building the Party, leading the class struggle and preparing the proletariat to fulfill its historical mission, CPC(M-L) has also vigorously defended the purity of Marxism and contributed to the struggle against international opportunism and to strengthening the unity of the International Marxist-Leninist Communist Movement.
Today, the reactionary state in Canada is stepping up its attacks against the Communist Party of Canada (Marxist-Leninist). The U.S. imperialists who dominate Canada and the local reactionary monopoly bourgeoisie have both grown increasingly desperate and seek to crush the revolutionary struggles of the proletariat and people. This means above all to deprive the proletariat of its vanguard party, its revolutionary leadership. To this end, the state has launched a series of attacks against CPC(M-L) and is trying to frame up Comrade Hardial Bains. This attack is directly instigated by the U.S. imperialists. Comrade Bains has made an indelible contribution to Marxism-Leninism in North America. He has won the love and respect of the Marxist-Leninists in the U.S. and we consider this frame up as an attack against the proletariat in the U.S. as well. We denounce the cowardly and fascist attack of the state against Comrade Hardial Bains, and we hail the fighting spirit of Comrade Bains and the fraternal comrades of CPC(M-L).

The specter of communism today haunts the entire world. Despite the desperate efforts of the imperialists and reactionaries, and of their fire-fighters, the revisionists and opportunists of all hues, to extinguish the flames of revolution through demagogy and bloody suppression, the revolutionary struggle inexorably advances toward complete victory. Imperialism is moribund and decadent capitalism. It is capitalism whose contradictions are developed to the bursting point. Imperialism is the eve of the social revolution of the proletariat.
An outstanding feature of our era, which was ushered in by the Great October Socialist Revolution, is the existence of socialism and the dictatorship of the proletariat. Socialism is the highest achievement of the proletariat. Since the time of the Great October Socialist Revolution there has always been socialism on the face of the earth. Today, despite the plots of the imperialists and the betrayals by modern revisionism, socialism and the dictatorship of the proletariat stand resolute and proud in the great People's Socialist Republic of Albania. In the People's Socialist Republic of Albania the world proletariat sees its highest aspirations and its future.
This era is an era of great class battles and national liberation wars. At this time in the capitalist and revisionist world, the struggles of the proletariat and peoples are developing vigorously. The proletariat has awakened to new life and struggle. The strike movement against the shifting of the burden of the crisis onto the shoulders of the workers is extending and deepening. The proletariat also is struggling through protests, demonstrations and movements against political oppression. Marxist-Leninist Parties are being built and tempered in struggle all over the world. In Asia, Africa and Latin America, a broad front of struggle has unfolded against imperialism and internal reaction, which is the social base for imperialist domination and plunder. The movements for national liberation and genuine independence continue to advance and deliver sharp blows against imperialism under the most difficult conditions, in the face of the bloody armed imperialist white terror and the treacherous, deceptive imperialist plots.
The recent 113-day national strike of some 180,000 coal miners was an important event in the growing revolt of the U.S. proletariat, demonstrating its great strength. The miners fought heroically, defying Carter's fascist Taft-Hartley back-to-work order, throwing the ruling circles into a panic and inspiring the whole working class, breaking various of the restrictions imposed on them by the bourgeois state, its labor lieutenants, by the revisionists and opportunists of all hues.
In the United States, the basic situation for revolution is excellent and is ripening daily. The all-round crisis of imperialism, with the economic crisis at its base, is manifested in all spheres of life. Twist and turn as it may, the bourgeoisie is inevitably caught in the grip of the crisis. Its basic program to deal with the economic crisis -- to shift the burden of the crisis onto the backs of the working class and oppressed masses at home and onto the peoples abroad -- continues to deepen the gap between itself and the people and is met with increasing mass resistance.
The workers' movement is vigorously developing. In the past year the strikes and other struggles have gained in intensity and scope, bringing growing numbers of workers into militant participation in the active resistance to increased capitalist exploitation. The strike struggles of the workers are more and more frequently breaking out despite the restrictions imposed on them by the reactionary state and the labor lieutenants of capital, signaling that the strikes of today are but the preparation for far great er class battles in the future.
The Afro-American people are also fighting valiantly against racial discrimination and violent repression by the bourgeoisie and its state power. Stung by the militant rebellions of the Black people in the 1960's, monopoly capital desires revenge and is seeking to drive the Black people back into the semi-slavery of the Jim Crow system. The reactionary state is launching racist movements and floating fascist gangs. The cutting edge of this attempt to organize fascist mass movements is racist attacks on the Afro-American people and other oppressed nationalities. But the reactionary violence of the bourgeoisie is only awakening in the Black people the memory of their past heroic battles and inspiring them to increasing resistance. The state organized the fascist anti-busing movement to attack the Black people and the proletariat, but whenever it has been attempted to be organized, it has been met by a torrent of resistance. In Louisville, Kentucky; Boston, Massachusetts; Seattle, Washington and elsewhere, COUSML has led the active resistance to the state-organized fascist anti-busing movement. The Afro- American people are fighting tit-for-tat against the bourgeois state and through struggle, preparing the ground for their full emancipation.
The small farmers, the revolutionary youth and students, the immigrant workers, etc., are also all entering the struggle against monopoly capital and its state power. The class contradictions grow increasingly acute and the struggles of the masses are developing steadily. The objective conditions for revolution are ripe, while the decisive condition is the preparation of the subjective conditions, the organization of the proletariat through the reconstitution and consolidation of the Marxist-Leninist Communist Party.

The life experience of the proletariat and peoples proves that U.S. imperialism remains a deadly enemy of the people, an enemy of liberation, of socialism and genuine independence. Today the U.S. imperialists are everywhere fortifying their positions and seeking to further extend their tentacles. While attacking the peoples of other countries, the U.S. monopoly capitalist class has also launched a fascist offensive against the proletariat and people in the U.S.
Following the Second World War, U.S. imperialism emerged as the bulwark of world reaction. U.S. imperialism became the mainstay of reaction in all countries, formed aggressive military alliances, extended its neo-colonial domination to all continents through "aid" and credits, launched repeated wars of aggression and strove to encircle and subvert the socialist countries. U.S. imperialism launched barbarous aggression in Korea, intervened in Lebanon and Guatemala, strangled the revolutions in the Congo and the Dominican Republic, propped up Portuguese colonialism, and waged a barbarous war of aggression against the peoples of Viet Nam, Laos and Cambodia.
The betrayal by Khrushchovite revisionism and the restoration of capitalism in the Soviet Union in no way changed the barbarous and aggressive character of U.S. imperialism. The history of contention and collusion between the two superpowers is a history of crimes against the peoples. Together with Soviet social-imperialism U.S. imperialism remains the most dangerous aggressive power known in history, a deadly enemy of the peoples. Through neo-colonialism, through their multinational corporations and "aid" and credits, through their aggressive military alliances and military adventures the U.S. imperialists commit continuing crimes against the people.
Today the U.S. imperialists are attempting to conceal their anti-people conspiracies under the Carter administration's demagogic fraud of "human rights". While engaged in war preparation and fascization, these bloodstained butchers, mortal enemies of the rights of the proletariat and people on a world scale, are singing psalms to "human rights". In fact the policy of the U.S. monopoly capitalist class today, as in the past, is a policy of war preparation, of militarization and fascization, a policy to drown in blood the revolutionary struggles of the proletariat and people. It is Nixonite fascism without Nixon. The Carter administration's "human rights" demagogy is a cruel hoax to disarm the people in the face of reaction.
While hypocritically chiding Geisel about "human rights", U.S. imperialism remains the mainstay of reaction in Brazil and throughout Latin America. It was the U.S. imperialists, the present-day apostles of "human rights", who only yesterday engineered the reactionary coup d'etat in Chile and who remain today the masters and international prop of the Pinochet regime.
An important part of the "human rights" fraud is the new Panama Canal treaty, which has just been passed by the U.S. Senate. This treaty is being paraded by the imperialists as a "concession" to the Panamanian people. The real significance of this treaty is that it continues the penetration of Panama by U.S. finance capital, guarantees the U.S. the right to suppress the liberation struggles of the Panamanian people and to use Panama as a staging ground for aggression in the Caribbean. The new Panama Canal treaty is a continuation of the old treaty of 1903. It is directly opposed to the interests of the Panamanian people for national sovereignty and independence.
Similarly the imperialists have engineered the so-called "internal" settlement in Zimbabwe, a plot to perpetuate the settler regime. They have engineered Sadat's betrayal of the great cause of the Palestinian and other Arab people. They have instigated and backed up the new Zionist invasion and the armed occupation of southern Lebanon under the hoax of "peacekeeping".
This is the stuff the imperialists' "human rights" fraud is made of: pious words with high moral tone, and real criminal deeds. Comrade Enver Hoxha correctly points out: "...now just as in the past, the consistent and unceasing struggle to expose the policy and foil the aggressive plans of imperialism, headed by U.S. imperialism, constitutes an essential condition for the defense of freedom and socialism, for the triumph of the revolution and the liberation of the peoples."
The monopoly bourgeoisie follows a uniform policy manifested in both the international and domestic spheres. This is a policy of war preparation, of militarization and fascization. While singing psalms about "human rights" the monopoly capitalists have launched a fascist offensive against the proletariat and people in the U.S. This fascist offensive is characterized by the increased exploitation of the proletariat, the further fascization of the state, a cancerous increase of the police, courts, lawyers, jails and other terrorist apparatus of the state-machine, the attempts to launch a fascist mass movement, and the increased direct attacks against the masses, the mass revolutionary movement and the Marxist-Leninist communists.
The heart of this fascist offensive is directed against the workers' movement. It is against this movement that the entire weight of the state is being brought to bear.
Not content with the present anti-working class legislation which codifies the subjugation of labor to capital and the integration of the trade union bureaucracy into the state machine, the monopoly capitalists have brought forward a host of other legislation to attack the workers' movement. With the direct support of their labor lieutenants in the reactionary trade unions they have concocted the "Labor Reform Act" which outlaws the workers' movement in all militant forms in order to restrict its scope and confine it within the tutelage of the state, by further consolidating the reactionary trade unions into the state machine and by strengthening the stranglehold of the labor lieutenants of capital over the workers. They have introduced an immigration bill which further attacks the immigrant workers in order to maintain them as a super-exploited sector of the proletariat. This bill provides for legalizing and intensifying the practice of forming the immigrant workers into a slave-labor pool and entails the introduction of mandatory identification cards similar to those in South Africa.
Since 1974 the monopoly capitalist class has accelerated its attempts to launch a fascist mass movement. The cutting edge of these attempts is aimed against the Afro-American people and other oppressed nationalities. The brutal monopoly capitalist class is increasing segregation and trying to mobilize reactionary gangs through the fascist anti-busing movement and it has also launched the fascist "reverse discrimination" hysteria. According to this Hitlerite theory, the U.S. monopoly capitalists have "reformed" and no longer discriminate against the Afro- American people and oppressed nationalities and instead "reverse discriminate" in their favor. In fact, this so-called "reverse discrimination" consists in reality of granting the oppressed nationalities such "benefits" as shorter lifespans, higher unemployment, wretched ghettos, constant police and bureaucratic harassment, etc. Faced with the stern opposition of both the oppressed nationalities and the working class and democratic masses in general, the state has failed to organize a mass movement for reaction, and so it resorts to strengthening and revitalizing the fascist gangs, keeping them in the wings for terrorist suppression of the people. These gangs are directly organized and financed by the state, composed in part of police and police agents, and carry out their activities in direct conjunction with the police. Along with this there has been a further increase in direct police violence against the masses. Increasingly, in their struggles, the workers' movement and other popular movements confront the violent attacks of the police.
This reactionary offensive is the real content of the Carter administration's "human rights" campaign in the U.S. It is Nixonite fascism without Nixon. The developing struggles of the workers, the small farmers, the Afro-American people and other sections of the society have proven this concretely. If there remain illusions, in the U.S. or abroad, that the U.S. bourgeoisie during the Carter administration is in some way different or adhering to a different policy than under Nixon, this is due in no small way to the activities of international opportunism, which has done everything possible to portray U.S. imperialism in a favorable light, as a reformed or democratic imperialism in contrast to its fascist superpower rival, Soviet social-imperialism.
Today all the opportunists and the revisionists are competing to prettify U.S. imperialism. A most treacherous role in this is played by the open social-chauvinists, the adherents of "striking the main blow at the Soviet social-imperialists" and of urging the U.S. imperialists to step up their war preparations. Open social-chauvinism in the U.S. is the American contingent of the new international opportunist trend based on the anti-Leninist, counter-revolutionary theory of "three worlds". It is headed in the U.S. by the social-fascist, ultra-rightist sect, the "October League", which now treacherously calls itself the' "Communist Party (Marxist-Leninist)". The "three worlders" and the imperialist mass media are singing a duet to the greater glory of U.S. imperialist world hegemony. The open social-chauvinism of the "three worlders" is not an accident, but the product, the consummation, of a decade of the corrosion of opportunism within the ranks of the revolutionary movement. The struggle against social-chauvinism in the U.S. has proven that in its politics and in the political content of its tactics the line of social- chauvinism is the line of the reactionary state. To be sure, it has been decked out in the appropriate pseudo-Marxist phrases, but it is no less the line of the state.
The new revisionist banners of the "three worlds" theory and of "aiming the main blow against Soviet social-imperialism", provide the social-chauvinists with the theoretical justification for their thoroughgoing pro-imperialist stance. Under these banners the social-chauvinists justify and support U.S. imperialism's neo-colonialism and war preparations and endorse the Carter "human rights" campaign.
The logic of social-chauvinism is such that when the U.S. imperialists fortify their positions it is "anti-hegemonic struggle" and when the U.S. imperialists extend their tentacles it is a victory for the peoples against social-imperialism. The social- chauvinists reason in this way. In Latin America, they call Soviet social-imperialism the main enemy, while U.S. imperialism and the feudal-military neo-colonial oligarchies are alleged mere memories from yesteryear. In Panama, where the people languish under imperialist occupation, Carter's new canal treaty is alleged to be a victory for the people, while the Panamanian people valiantly fighting U.S. domination are denounced as agents of social-imperialism trying to disrupt the sweet harmonies of Carter and the local Panamanian traitors. In the Middle East, when U.S. imperialism gained the upper hand in contention with its superpower rival, it was a victory for the peoples against social-imperialism. When Sadat betrayed the great cause of the Palestinian and other Arab people, social-chauvinism defended his record as an anti-hegemonic fighter seeking to preserve the peace in the face of social-imperialist onslaught and hailed his de facto recognition of Israel. Throughout the world the most bloodstained lackeys of U.S. imperialism; Pinochet, the Shah, Mobutu, and so forth, are applauded by the social-chauvinists as anti-Soviet hegemonists, anti-hegemonic fighters, and the motive force of world revolution.
The logic of social-chauvinism is such that while U.S. imperialism is arming itself to the teeth against the world's peoples and engaged in frenzied war preparations, the imperialists are chided as weak- kneed appeasers of social-imperialism who do not take measures to defend the west. According to social-chauvinism U.S. imperialism is the meekest lamb being led to slaughter by the supermen of the Kremlin. Accordingly the social-chauvinists have taken on their own shoulders the task of military preparedness. They have endorsed the production of the B-l bomber, the Trident submarine, and, most recently, the neutron bomb.
The social-chauvinists provide direct cover for the Carter administration's "human rights" fraud. In unison with the U.S. imperialists they shed crocodile tears over the tyranny of the internal rule of social-imperialism in the Soviet Union for the sole purpose of obscuring the no less reactionary character of the imperialist state in the U.S. They portray U.S. imperialism as a meek lamb as against the ferocious Russian bear. And they promote the precise frauds of the "human rights" campaign, such as the Panama Canal treaty.
The line of social-chauvinism in the class struggle in the U.S. is the same as the line in the international sphere. It is a line of treachery, of disarming the masses and of betrayal of the masses to the reactionary attacks of the state. The politics of social- chauvinism in the workers' movement are identical to those of social-democracy, and the political content of its tactics is to bind the workers' movement hand and foot to the bureaucratic apparatus of the reactionary trade unions and, through it, to the state. The very attacks of the state against the workers' movement are frequently portrayed as "toothless" reforms. To the Afro-American people and other oppressed nationalities the state is offered up as the sole savior of the people against racial discrimination and violent attacks, and they use "left" phrases to denounce the mass struggle against racial discrimination and violent repression as "revisionist" in order to liquidate the struggle and replace it with reformism, moralism, and even out-and-out segregationism. The reactionary state, which is launching daily attacks against the working class, the revolutionary mass movements and the genuine Marxist-Leninists, is portrayed as having a "democratic" or pro-people aspect, and the role of the masses is to demand protection from this "democratic" or pro-people aspect. In its practical activities social-chauvinism is striving to factionalize the mass movements and mass organizations, to dismember them in the face of reaction.
By its words and deeds social-chauvinism constitutes the left wing of the reactionary offensive of the monopoly capitalist class. The ugly features of social-chauvinism in the U.S. and the entire history of the opportunism which has given birth to it clearly demonstrates the truth of Comrade Lenin's thesis that "The fight against imperialism is a sham and humbug unless it is inseparably bound up with the fight against opportunism."

The emergence of open social-chauvinism in the United States is of profound importance, for the emergence of social-chauvinism in naked form and the developing movement against it signify a turning point in the struggle against opportunism and to reconstitute the party of the proletariat in the U.S. The emergence of open social-chauvinism at this time is intimately bound up with the entire history of opportunism in the U.S., with the history of neo-revisionism over the past decade, and with the activities of international opportunism.
The party of the proletariat in the U.S. was long ago liquidated by Browderite revisionism, which liquidated first the Marxist-Leninist line of the party and later dissolved the party organizationally as well. Browder distorted and revised the basic teachings of Marxism-Leninism on a host of questions, substituted pragmatism for Marxism, and degenerated into open social-chauvinism. Browder was expelled and the party was reconstituted but Browder's distortions of the fundamental principles of Marxism-Leninism were never thoroughly repudiated in the U.S. and opportunism continued to corrode the party from within. As a consequence the Party suffered at the hands of a succession of opportunist chieftains and succumbed completely to Khrushchovite revisionism. The Marxist- Leninists, led by Comrade William Z. Foster, waged continuing struggle against revisionism. Although Comrade Foster had serious theoretical weaknesses, it was Comrade Foster's great merit that he always fought against the principal revisionist trend within the Party. Comrade Foster died in the first days of the great battles led by Comrades Mao Tsetung and Enver Hoxha against Khrushchovite revisionism. The Party, long corroded by revisionism from within, became vicious Khrushchovites and degenerated rapidly into a bourgeois, chauvinist, fascist party.
The history of Browderite revisionism is of great importance for the proletariat in the U.S. The influence of Browderite revisionism for years infested the ranks of the Party and the working-class movement. Browderite revisionism became the bog from which every subsequent revisionist trend has arisen to attack Marxism-Leninism and oppose the reconstitution of the Marxist-Leninist party. In the final analysis both the CPUSA, reconstituted in 1945, and the Progressive Labor Party, founded in 1965, fell because they failed to settle accounts with Browderite revisionism. The present-day social-chauvinists in the U.S. parade under the banner of the newest current of modern revisionism, under the banner of the anti-Leninist "three worlds" theory, but they are also the direct descendents of Browder.
The Great Proletarian Cultural Revolution inspired the revolutionary activists in the U.S. to take up Marxism-Leninism. The decisive turning point in this was in May 1969, when following the conference of North American Marxist-Leninists in Regina, Canada, a small group of revolutionaries from the Cleveland Workers Action Committee, inspired by the Great Proletarian Cultural Revolution and by the work of the Internationalists in Canada, took up the main task of the Internationalists, the decisive task of the revolution at that time, wide-scale dissemination of Marxism-Leninism-Mao Tsetung Thought. They founded the American Communist Workers Movement (Marxist-Leninist) as the first national center for dissemination of Marxism-Leninism and carried out its work vigorously. The ACWM(M-L) took as its sole mission the reconstitution of the Marxist-Leninist Party. This was of tremendous historical importance, for this was the first wide-scale dissemination of Marxism-Leninism in the U.S. since the rise of Khrushchovite revisionism. This revolutionary movement came under sharp attack from the reactionaries and opportunists. The comrades of the ACWM(M-L) persisted in struggle and neither capitulated to the attacks of the state, nor to the gossip campaigns of the revisionists, and opportunists. In spite of the wrecking activities of the opportunists and the police spies, the ACWM(M-L) led a vigorous struggle to unite all the Marxist-Leninists in the U.S., leading to the formation of the Central Organization of U.S. Marxist-Leninists in August of 1973. Right from the beginning the ACWM(M-L) and later the COUSML took up the task of reconstituting the party of the proletariat on the basis of Marxism-Leninism and proletarian internationalism and persisted along this path.
But from 1969 there was not one but two trends among the revolutionary activists in the U.S. The self-styled leaders of the youth and student movement in the 1960's were adherents of New Leftism, the negative line in the youth and student movement which drew its inspiration from the anti-communist cold war ideology. The formation of the ACWM(M-L) was the defeat of New Leftism in the United States. At a time when Marxism-Leninism had gained high prestige in the U.S., these elements also declared themselves to be "Marxist-Leninist" and "anti-revisionist", but never did self-criticism for their past errors, nor changed their ways. Instead they adopted the entire style of work and mode of thinking of revisionism. This was neo-revisionism, the adaptation of Marxism-Leninism to New Leftism. Neo-revisionism signified the conciliation of Marxism in words with revisionism in deeds.
Neo-revisionism opposed the decisive tasks of the revolution and opposed reconstituting the party of the proletariat. The neo-revisionists held that dissemination of Marxism-Leninism was sectarian, and that to resist the attacks of the reactionary state was "adventurist", and "provoking attacks". They opposed the struggle against modern revisionism under the hoax that "ultra-leftism is the main danger" and that this struggle was splitting some assumed "unity of the left". They counter-posed building the party to the mass movement, alleged that the party would arise spontaneously from the mass movement, and factionalized the Marxist-Leninist movement under the theory of building "pre-party collectives". The ideology of the pre-party collectives was pre-Marxism-Leninism. That is, the neo-revisionists held that Marxism-Leninism was a matter of interpretation, that there were many Marxisms, that everyone could have his own "Marxism". This revisionist poly-centrism did tremendous damage to the movement, leaving it weak, divided and prey to opportunist deviations. Under the cover of this disruption, a number of opportunist trends carried out intrigues and sought to consolidate themselves. To strike against the opportunist poly-centrism the ACWM(M-L) led a vigorous struggle to unite the Marxist-Leninists, which led to the formation of the COUSML in August 1973.
Faced with the determined efforts of the genuine Marxist-Leninists and responding as well to the needs of international opportunism, these opportunist trends began to build many "parties" on the basis of their many "Marxisms". The larger opportunist trends stopped openly advocating opportunist poly-centrism and replaced it with equally revisionist Khrushchovite "monocentrism" with which they built their "parties" away from the Marxist-Leninist political line through straightforward bourgeois politicking and intrigue and with which they stepped up the factionalization of the Marxist-Leninist movement. To halt the struggle of the Marxist-Leninists against opportunism, the old bankrupt slogan of "unity of the left" gave way to an even more intense factionalization of the Marxist-Leninist movement, and of the revolutionary mass movements as well.
An important feature of neo-revisionism was its refusal to practice Marxism-Leninism in the workers' movement. All revolution in the U.S. centers on the proletariat, and to adhere to Marxism-Leninism in the workers' movement is decisive for the reconstitution of the party of the proletariat. But for neo-revisionism Marxism-Leninism was merely so much posturing, and not a guide to action. Instead, the neo-revisionists took up reformism and anarcho-syndicalism as their guide to action and opposed building the party in the proletariat. It is no accident that those who today are the loudest advocates of the "three worlds" theory, which holds that Marxism-Leninism cannot be the guide to action on a world scale, are the very elements who for a decade refused to practice Marxism in the workers' movement in their own country. The emergence of open social-chauvinism in the U.S. is the consummation of neo-revisionism, which for a decade has corroded the ranks of the revolutionary movement.
Neo-revisionism flourished in the U.S. for a period of time because it was able to parade as Marxism- Leninism. Opportunism is an international bourgeois ideological trend. The external condition for the growth of neo-revisionism was support by international opportunism. The decisive support came from the capitalist-roaders in China. These revisionists opposed Marxism-Leninism, Comrade Mao Tsetung and the Communist Party of China, they sought to corrode the Party from within. Furthermore, after Comrade Mao Tsetung's death, these revisionists treacherously seized power in an anti-communist coup d'etat. For years, while seeking to sell China to imperialism and seize power in the Communist Party of China, these revisionist scoundrels shamelessly used the tremendous prestige of China to float these politics and trends in the U.S., to directly interfere in the Marxist-Leninist movement in the U.S., to oppose the Marxist-Leninists and to carry on wrecking and splitting activities.
Like any compradors, for despite their dreams of empire they can never be more than compradors, they must pay the price to the imperialists to allow them to come under their wing. Part of the dowry of the Chinese revisionists is the liquidation of the proletarian revolution in the U.S. For seven years the capitalist-roaders have paid installments on this dowry.
We Marxist-Leninists in the U.S. remember well the tremendous support rendered to the proletariat in the U.S. by Comrade Mao Tsetung and the Communist Party of China. Comrade Mao Tsetung led the Marxist-Leninists of the entire world. His defense of Marxism-Leninism against Khrushchovite revisionism and the Great Proletarian Cultural Revolution are contributions to Marxism-Leninism. Comrade Mao Tsetung also warmly supported the proletariat in the U.S., had boundless faith in its revolutionary capacity and paid detailed attention to its struggles. Comrade Mao Tsetung warmly welcomed the overthrow of Browder and the reconstitution of the Party in 1945. Comrade Mao Tsetung warmly supported Comrade William Z. Foster as a genuine son of the proletariat in the U.S. When the Party in the U.S. came under fierce attack from the reactionaries, the Communist Party of China issued statements and organized mass rallies in its defense. In 1963, 1968 and 1970, Comrade Mao Tsetung issued statements in support of the revolutionary struggles in the U.S. Comrade Mao Tsetung was a great Marxist-Leninist and a thoroughgoing internationalist and we will always support Mao Tsetung and the great Marxist-Leninist Party which he led. We will always remember the great internationalist support which Mao Tsetung and the Communist Party of China rendered to the U.S. proletariat.
By the same token, we will never support elements of the ilk of Teng Hsiao-ping, nor reconcile ourselves to their revisionism. The Chinese revisionists are working feverishly to restore capitalism in China. They have betrayed the principles of Marxism-Leninism,, They are reprehensible splitters of the International Marxist-Leninist Communist Movement. They are organizing against the Marxist-Leninists and the proletarian revolution in the U.S. Only by fighting tooth-and-nail against the new current of modern revisionism led by the Chinese revisionists can we fulfill our obligations to Marxism-Leninism, to the proletariat and to the Chinese people.
We are fighting to bury U.S. imperialism. The Chinese revisionists through their propaganda and deeds, through their international connections and intrigues, have launched a holy alliance against this struggle. When we denounce U.S. imperialism, we find international opportunism aligned with U.S. imperialism as a "lesser evil". When we denounce Carter's reactionary offensive, we find international opportunism prettifying Carter as a weak-kneed appeaser of Soviet social-imperialism. When we denounce U.S. imperialism's war preparations, we find international opportunism lobbying for the B-l bomber, the Trident submarine and the neutron bomb. When we support the revolutionary struggles of the proletariat in the capitalist countries, the national liberation struggles and socialism in Albania, we find international opportunism peddling the unity of the so- called second and third worlds, and writing Albania off from the map. Even when we support the glorious struggle of the coal miners, we find Peking Review singing psalms to mechanization and stability in the coal fields. The fight against imperialism is impossible without at the same time waging a determined struggle against international opportunism.
For years we have fought tooth-and-nail against neo-revisionism in the U.S. We have fought the opportunist theses that the objective conditions are not ripe for revolution and that the proletariat in the U.S. is not revolutionary; that there is no need to build the Party which will rise spontaneously from the mass movement when the conditions have ripened; that ultra-leftism is the main danger; that revolutionary fighters are splitters and adventurists. And we have fought this opportunism on both theoretical and practical grounds.
What we did not know during these years, and what we have only learned in the course of the resolute struggle of the Marxist-Leninists of the entire world to defend the purity of Marxism, is that virtually all these opportunist theses were floated by the Chinese revisionists and today can be found being paraded flagrantly in the pages of People's Daily and Peking Review. The relative weakness of the Marxist-Leninists in the U.S., the absence of the Marxist- Leninist party, left the revolutionary movement in the U.S. easy prey to the intrigues and conspiracies of the Chinese revisionists. For years the embassy in Ottawa, the mission in New York and the "friendship societies" have been centers of gossip and slanders against the Marxist-Leninists, gossip and slander identical to that floated by the FBI in the same period. It was the Chinese revisionists who incited the degenerate elements in the U.S. against the party concept. In 1972 and 1973, through the good auspices of the October League and the Guardian, they floated the line that ultra-leftism (that is, Marxism-Leninism) was the main danger. In 1973, in opposition to the struggle to unite the revolutionary Marxist-Leninists, they supported the formation of a holy alliance among the revisionists of the October League and the Revolutionary Union and the revisionist yellow rag, the Guardian. This holy alliance was paraded in Hsinhua, and every effort was made to give it a sanctified aura of official support. The farcical character of this pantomime is sharply demonstrated by the participation of the Guardian -- long time apologists of Titoite and Khrushchovite revisionism who openly apologize for Soviet social-imperialism while prettifying U.S. imperialism. Recently, the Guardian has revealed that it has gone into financial crisis because the Chinese revisionists have withdrawn their financial support. The Guardian has revealed that for several years it received the outside financing necessary to any opportunist publication from the Chinese revisionists in the form of a lucrative travel concession and thousands of paid subscriptions from Chinese libraries and universities. Today the Chinese revisionists have withdrawn their financing from the Guardian in order to bestow it on those who best serve their sinister aims. This is the identical method of the Khrushchovite revisionists who kept the revisionist party in the U.S. afloat with thousands of overpaid subscriptions to their press and with lucrative tourism concessions and subsidies for the publishing house. In fact, in the 60's, the Khrushchovite revisionists financed the very same Guardian in that way.
The Chinese revisionists oppose the proletarian revolution in both theory and practice and seek to crush it, but we will never grant the Chinese revisionists, the U.S. imperialists or their social-chauvinist flunkeys this vain dream. The struggle against revisionism will be carried through to the end and the party of the proletariat will be reconstituted in the U.S.

The emergence of open social-chauvinism marks the beginning of the complete bankruptcy of neo-revisionism. Comrade Lenin stated: " Social-chauvinism and opportunism are the same in their political essence;... The political ideas are identical, and so is the political content of their tactics.... Social-chauvinism is a consummated opportunism." For a number of years, neo-revisionism held political sway in the U.S. and had an opportunity to show what it could accomplish. Neo-revisionism has given rise to nothing save social-chauvinism. The emergence of open social-chauvinism has exposed the political content behind the neo-revisionist disruption of the unity in the Marxist- Leninist ranks. Now it is the turn of Marxism-Leninism. The struggle against social-chauvinism is the only way to settle accounts with Browderism and neo-revisionism, with Khrushchovite revisionism and with "three worlds-ism", with revisionism and opportunism of all hues. It has opened the way for the clarification of the fundamental questions of the antifascist, proletarian socialist revolution in the U.S. in opposition to Browderism and opportunism which have long spread confusion and bourgeois philistinism. The struggle against social-chauvinism does not lie simply in the repudiation of a few simple reactionary phrases. It is a struggle for revolutionary method and style of work, a struggle to reconstitute the party, a struggle to re-enunciate the revolutionary principles of Marxism-Leninism on the whole range of questions of the revolution. It is a struggle to organize the proletariat on the basis of Marxism-Leninism. The struggle against social-chauvinism in the U.S. is a component of the struggle of the International Marxist-Leninist Communist Movement against revisionism and opportunism of all hues.
During the past one-and-a-half years a great revolutionary movement has unfolded to denounce social- chauvinism, to unite the revolutionary Marxist-Leninists, and to reconstitute the Marxist-Leninist party. It is a movement for revolution and against revisionism. This movement is sweeping away the neo-revisionist poison. It is uniting the revolutionary Marxist-Leninists, and it is preparing the ground surely and steadfastly for the reconstitution of the Marxist-Leninist party, the indispensable condition and sole guarantee for the triumph of the proletariat. So long as there is a reactionary state and a social basis to nurture it, social-chauvinism will not disappear and revolution can only advance in struggle against it. The only lasting victory over social-chauvinism will be the reconstitution of the Marxist-Leninist party, the consolidation of that party and the advance of the anti-fascist, proletarian socialist revolution.
Neither the wrath of the reactionary state nor the intrigues of the social-chauvinists and revisionists will succeed in preventing this; the Marxist-Leninist party, the party of the proletariat in the U.S. will be reconstituted and revisionism and opportunism of all hues will suffer defeat.

We live in a revolutionary era. We live in a time of vigorous struggle against revisionism of all hues, a time of the reconstruction and consolidation of the Marxist-Leninist communist parties in many countries, a time of revolutionary upsurge. Today we are witnessing the preparation of great battles against imperialism and international reaction, battles which are certain to bring victory to the proletariat and peoples and defeat to the imperialists and reactionaries. You, the Marxist-Leninist communists and the true friends of the International Marxist-Leninist Communist Movement who have gathered here, are a living expression of the revolutionary vitality and boundless internationalist spirit of the proletariat.
We salute this Internationalist Rally which is a tremendous blow against the old and dying bourgeois world. We salute the Party of Labor of Albania and Comrade Enver Hoxha who stands in the forefront of the struggle of the international proletariat and world's people. We salute the Communist Party of Canada (Marxist-Leninist), which fights relentlessly against revisionism and opportunism and works unceasingly for the social revolution. We salute the Marxist-Leninist communist parties and organizations of all countries which adhere to this path. We declare to you, the revolutionary people in North America, we declare to the world proletariat, that the proletariat in the United States will march with honor in the ranks of the world proletariat and that U.S. imperialism will be buried in the soil of North America once and for all time.

This shows the great fear of the U.S. imperialists in the face of the close unity of the proletariat and Marxist-Leninists of the U.S. and Canada as well as their despicable work to disrupt the historic Internationalist Rally. Their fear is our joy. We hail the great work of our fraternal comrades of the CPC(M-L), the pathfinder in North America! Let us continue to march forward in close unity, in tireless struggle against our common enemies, U.S. imperialism and all imperialism, modern revisionism, and all reaction!

The Central Organization of U.S. Marxist-Leninists is the fraternal organization of our Party. Together we have waged many battles since the historic Regina Conference of 1969 against imperialism and revisionism and opportunism of all hues. The relations between our two Marxist-Leninist organizations have been steeled in the course of struggle against our common enemies.
The proletariat of North America has a common history of growth and struggle and the proletariat has established many fraternal and blood ties over several centuries. The proletariat in the two countries has waged many common struggles against the same enemies and these struggles have established unbreakable and ever-lasting ties. When we talk about the proletariat in Canada it is hard not to talk about the proletariat in the U.S. Together, the proletariat of Canada and the U.S. is a mighty contingent of the international proletariat. The destiny of the proletariat in North America is inseparably linked to one another.
The history of the Marxist-Leninists of Canada and of the U.S. of fighting against the common enemies is glorious indeed. When the Internationalists were re-organized in Montreal in May of 1968 and took up the historic task of disseminating the works of Marx, Engels, Lenin, Stalin, Mao Tsetung and Comrade Enver Hoxha on a wide scale, Castroism and all forms of revisionism and opportunism and all forms of bourgeois and imperialist ideology were rampant in the U.S. and were flowing over to Canada in the form of a reactionary torrent. The official circles of imperialism led by the U.S. and the monopoly capitalists in Canada promoted these counter-revolutionaries as "revolutionaries" and attempted to create havoc in the revolutionary circles and liquidate the Marxist-Leninist Communist Movement. They arrogantly declared that revisionism, opportunism, mysticism, new leftism, Castroism, anarchism, terrorism, reformism and everything reactionary and decadent is "in" while Marxism-Leninism is out. The Internationalists boldly replied to this cultural aggression on all fronts: MARXISM-LENINISM IS IN WHILE EVERYTHING ELSE IS OUT. The imperialists and reactionaries responded by organizing so-called "progressives" to viciously attack the Internationalists and to fill the entire movement with all sorts of unbelievable horror stories. Of course, it was convenient for the imperialists and reactionaries to paint white black and to slander the genuine revolutionaries as "CIA" agents and promote real CIA agents as "revolutionaries". All this, of course, has been confessed now by the U.S. imperialists and their agencies of sabotage, aggression, murder and character assassination. But during those times it required a tremendous amount of revolutionary courage and faith in the cause of the proletariat to cut through the cobweb of lies and slanders against the Internationalists and take up the same task under the same banner. It was precisely during this period that the revolutionaries from the Cleveland Workers Action Committee took up the main task of the Internationalists under the banner of Marxism-Leninism and proletarian internationalism and launched a vigorous nation-wide campaign to disseminate Marxism-Leninism-Mao Tsetung Thought on a wide scale. Of course, as was expected, these genuine Marxist-Leninists organized in the American Communist Workers Movement (Marxist-Leninist) faced the brutal attacks of the imperialists and the revisionists and opportunists. While the revisionists and opportunists circulated gossips and slanders against them, the U.S. imperialists launched one brutal attack after another, jailing many of the comrades of ACWM(M-L) for long periods of time. It was the same brutal attack which was also launched against CPC(M-L) leading to hundreds of arrests of the Party comrades and jailings of many for long periods. But neither the ACWM (M-L), nor the Internationalists and later the Party, capitulated to the attacks of the reactionary state nor to the cowardly gossip campaigns of the revisionists and opportunists of all hues. It was during this period of sharp class struggle that the fraternal relations between the Marxist-Leninists of the two countries were cemented. In spite of the wrecking attempts by various opportunists and police spies, the ACWM(M-L) led a vigorous struggle to unite all the Marxist-Leninists in the U.S., leading to the formation of the Central Organization of U.S. Marxist Leninists in August of 1973, while the trend of unity of Marxist-Leninists also developed in Canada, leading to all groups and individuals who called themselves Marxist-Leninists, save for a few hardened opportunists, joining to build one Party of the proletariat, the Communist Party of Canada (Marxist- Leninist).
Today, as in the past, CPC (M-L) and COUSML stand firm in the defense of the purity of Marxism-Leninism and uphold proletarian internationalism. Today, as in the past, both our organizations face the most brutal attacks of the imperialists and reactionaries, and the gossip mills of the opportunists are working overtime. But this time too, we have absolute confidence that our two organizations will never change their Marxist-Leninist ideological and political line and will face the enemies heroically and with courage and determination and win victory.
When our fraternal comrades issued the call: GO ALL OUT FOR THE INTERNATIONALIST RALLY!, we were highly elated to receive the call. The Internationalist Rally in Montreal belongs not only to the proletariat in Canada and to the international proletariat, but it specifically and importantly belongs to the proletariat of North America. This rally will be a giant step forward for the workers' and communist movement in North America and will be a big blow to imperialism, revisionism and opportunism of all hues. The Central Organization of U.S. Marxist-Leninists has been vigorously fighting social-chauvinism, which is of great revolutionary assistance to us. For a long time, the U.S. chauvinists have marauded in Canada and wreaked havoc in the workers' and communist movement. Their defeat in their own spawning ground is a great proletarian internationalist assistance to the work of our Party and to the workers' and communist movement. We are certain that COUSML will certainly win victory in this great revolutionary struggle.
PCDN takes this opportunity to hail the work of COUSML for the Internationalist Rally and conveys to our comrades and friends in the U.S. that we are extremely eager to receive the historic delegation of COUSML and their friends to the Internationalist Rally! For our readers, we reproduce the clarion call issued by the Central Organization of U.S. Marxist-Leninists. In celebration of May First, the day of international working class solidarity, the Canadian Workers' Association organized an Internationalist Feast to express the fighting solidarity of the working class in Canada with the workers of the entire world in their titanic struggle for the triumph of the revolution and socialism against imperialism and world reaction, led by U.S. imperialism and Soviet social-imperialism, against revisionism and opportunism of all hues.
More than 1,000 revolutionary workers, youth and students, and other progressive and democratic forces from all the provinces and major cities in Canada, as well as from major cities in the United States, participated in the festivities.
Guests of honour at the Internationalist Feast were the representatives of the fraternal Marxist-Leninist communist parties and organizations and of the national liberation movements who had participated in the historic Internationalist Rally of Marxist-Leninist Communist Parties organized by the Communist Party of Canada (Marxist-Leninist) in Montreal on April 30. Representatives from the Communist Party of Spain (Marxist-Leninist), the Workers' and Peasants' Communist Party of Iran, the Revolutionary Communist Party of Chile, the Marxist-Leninist Organization Le Travailleur Tunisien, the Central Organization of U.S. Marxist-Leninists, the Communist Party of Portugal (Reconstructed), the Communist Party of India (Marxist-Leninist), the National Liberation Movement of Trinago (Trinidad and Tobago), the Communist Party of Ireland (Marxist-Leninist), the Organization for the Reconstruction of the Communist Party of France, the Zimbabwe African National Union, and the Association of Eritrean Women in North America on behalf of the Eritrean People's Liberation Front were all present for the Internationalist Feast. The presence of these representatives of the fraternal Marxist-Leninist communist parties and organizations and the national liberation movements at the Internationalist Feast made the event truly a glorious festival of the international proletariat.
The entire festival, which continued until after five o'clock the next morning, was a festival of the fighting proletariat, and the evening belonged to the proletariat. A militant fighting tone was established to the festive occasion right from the outset. The more than 1,000 revolutionary workers and youth who had participated in the militant May First demonstration through the streets of Montreal concluded their demonstration by marching right into the hall where the Internationalist Feast was to be held, singing the Internationale and shouting revolutionary slogans of class struggle and class solidarity, slogans upholding Marxism-Leninism and the principles of proletarian internationalism. The arrival of the demonstration was greeted by a standing ovation and clenched fist salutes by the workers who had been decorating the hall for the Internationalist Feast. The banners and flags of the demonstration were soon added to the militant decorations, and slogans reflecting the aspirations and sentiments of the revolutionary proletariat continued to fill the hall: Workers of All Countries, Unite!, Make the Rich Pay!, Glory to Marxism-Leninism!, Long Live CPC(M-L)!, Long Live the Party of Labour1 of Albania!, Long Live Enver Hoxha! and many others.
While the shouting of revolutionary slogans still filled the air, the revolutionary atmosphere of the fighting solidarity of the international proletariat was heightened by the arrival of the representatives of the fraternal Marxist-Leninist communist parties and organizations and of the national liberation movements, who were led into the hall by Comrade Hardial Bains, Chairman of the Communist Party of Canada (Marxist-Leninist). The enthusiastic response and warm proletarian internationalist welcome given to the representatives of the fraternal Marxist-Leninist communist parties and organizations and of the national liberation movements were an indication of the profound sentiment of the Canadian working class and people for revolution and the deep respect which the proletariat and other labouring masses have for those who are actually leading the struggle against imperialism and world reaction, led by U.S. imperialism and Soviet social-imperialism, against revisionism and opportunism of all hues.
As the representatives of the fraternal Marxist-Leninist communist parties and organizations and of the national liberation movements arrived on stage to take their places at the head table, each was presented with a bouquet of red carnations from the Central Committee of the Communist Party of Canada (Marxist-Leninist) for the ever lasting unity of the International Marxist-Leninist Communist Movement. A young Pioneer then presented Comrade Bains with a similar bouquet. The presentation of the bouquet to Comrade Bains was greeted with sustained applause, indicating the deep love and respect that the revolutionary proletariat in Canada has for the Marxist-Leninist leadership of its Party.
Comrade Bains inaugurated the Internationalist Feast by proposing a toast to the fraternal Marxist-Leninist communist parties and organizations and the national liberation movements that had participated in the historic Internationalist Rally, which marked the first time that genuine communist parties had gathered in North America since the time that the First International under the leadership of Marx and Engels had moved its central offices to New York in the nineteenth century.
As the Internationalist Feast began, the representative of the Communist Party of Spain (Marxist-Leninist), who had been elected spokesman by all of the fraternal Marxist-Leninist communist parties and organizations and national liberation movements, read a statement expressing the fighting solidarity of the international proletariat on behalf of all the parties and organizations participating in the Internationalist Rally. The fraternal comrades participating in the Internationalist Rally and Internationalist Feast hailed the Canadian workers on May First, which for almost one hundred years has been a day of class struggle and class solidarity for the proletariat. The holding of the Internationalist Rally on April 30 and the Internationalist Feast on May First showed the unity and the manifest strength of the international proletariat and showed that nothing will stop the proletariat in its march to communism. In conclusion, the fraternal comrades thanked the Canadian workers and the Communist Party of Canada (Marxist-Leninist) for the warm reception they had been given and expressed confidence that CPC(M-L), the vanguard Party of the proletariat in Canada, will defeat revisionism and opportunism of all hues. The joy and enthusiasm with which this message of greetings was received were an accurate reflection of the deep love and respect of the Canadian and American proletariat for their class brothers throughout the world.
The main speech of the evening was delivered by Comrade Hardial Bains on behalf of the Communist Party of Canada (Marxist-Leninist). In his speech, Comrade Bains presented the views of CPC(M-L) on certain very important questions facing the International Marxist-Leninist Communist Movement. The speech was an extremely important speech and the entire audience listened extremely intently throughout. The speech was repeatedly interrupted by shouts of approval and lengthy applause.
Following the speech delivered by Comrade Bains, numerous revolutionary cultural presentations were staged. Representatives of all sections of the fighting people in Canada participated with a wide variety of presentations, and the entire audience participated as one with them. A constant theme in all the cultural presentations was the resolute struggle against revisionism and opportunism of all hues and the vigorous defence of Marxism-Leninism and the principles of proletarian internationalism. Among the highlights of the cultural presentations was a song written in honour of the Internationalist Rally and against opportunism by the representative of the National Liberation Movement of Trinago, who led members of the West Indian community in Canada in singing the song. The entire audience enthusiastically joined in on the choruses and clapped rhythm for the singers. Another highlight was the presentation of a song against the social-chauvinists in the U.S. by comrades and friends from COUSML in which the audience again enthusiastically participated. The presentation of the revolutionary play Here Is the Rose -- Now Dance! by the Canadian Cultural Workers' Committee was another highlight. The dramatic presentation of the smashing of the anti-Leninist theory of "three worlds" by the Party was enthusiastically applauded, and each time the opportunists or the reactionary Canadian state made an appearance, they were greeted with boos and catcalls. Another highlight was a new revolutionary bhangra dance staged by the East Indian comrades, in which revisionism was dealt a death blow.
A major highlight of the cultural presentations which was greeted with a great deal of revolutionary fervor was when a group of Native people sang the Internationale which they had translated into Cree. The comrades then led everyone in shouting revolutionary slogans in the Cree language: Long Live Enver Hoxha!, Long Live Marxism-Leninism!, Long Live Proletarian Internationalism!, Workers of All Countries, Unite! Throughout the evening revolutionary songs from many countries were sung, with comrades and friends from the Spanish, East Indian, Eritrean and other communities leading the singing of songs.
After the cultural programme, a comrade from the Preparatory Committee for the Internationalist Rally led all the participants in the Internationalist Feast in the shouting of revolutionary slogans saluting each fraternal Marxist-Leninist communist party and organization and national liberation movement, hailing the unity between the various parties and organizations and CPC(M-L), and concluding with the slogans Glory to Marxism-Leninism! Long Live Proletarian Internationalism!
The comrade representing the Communist Party of Spain (Marxist-Leninist) presented Comrade Bains with a copy of the documents of the important Second Congress of the Communist Party of Spain (Marxist-Leninist) which concluded recently. The presentation of these documents to the Communist Party of Canada (Marxist-Leninist) by the Communist Party of Spain (Marxist-Leninist) shows the deep feelings of fraternity based on the resolute struggle to defend Marxism- Leninism and the principles of proletarian internationalism against every distortion by the revisionists and opportunists of every hue.
Clasping each other's hands in the manner symbolizing the unity of the International Marxist-Leninist Communist Movement, the comrades of the fraternal parties and organizations led everyone in shouting Long Live the Struggle of the Working Class! Long Live the Struggle of the Working Class! over and over again.
As the comrades of the fraternal Marxist-Leninist communist parties and organizations and the national liberation movements left the stage one by one, each was escorted out of the hall with red flags and the shouting of slogans supporting the struggles of the working class and oppressed peoples in the various countries.
The Internationalist Feast concluded with a brief speech by Comrade Bains in which he outlined certain crucial tasks which the Party has taken up in order to provide a great impetus to the revolutionary movement in Canada. A festive carnival of revolutionary culture lasted till after the sun had risen.
The holding of the Internationalist Rally and the Internationalist Feast in Montreal on April 30 and May 1 was a great victory of the International Marxist-Leninist Communist Movement, marking the first time since the First International had moved its central offices to New York that the representatives gathered in North America. The internationalist events of the weekend are testimony to the fact that the proletariat in Canada and the United States is part of the international proletariat, the most revolutionary class. The holding of the internationalist events is testimony to the revolutionary will, determination and strength of the proletariat in Canada and the United States to carry out the struggle against imperialism and reaction, headed by U.S. imperialism and Soviet social-imperialism, against revisionism and opportunism of all hues, through to the end. For one century, the proletariat has commemorated this day of labour, this May Day, the day of struggle and of unity. During this day of struggle of the proletariat which we have been celebrating among you and with you we have demonstrated the internationalist unity and strength of the working class of all countries. We are certain that neither imperialism nor revisionism nor reaction nor opportunism of all hues will be able to divert the international proletariat in its triumphal march towards communism. We will communicate the magnificent internationalist spirit of these days we have spent among you to our respective proletariats and peoples. We are leaving with the firm conviction that you, dear comrades and friends, will win all-sided victories over those who oppose you, who today dominate Canada. These struggles will enable you to crush the opportunists and the revisionists in Canada and will later on permit you to sweep aside the reactionary bourgeoisie and the U.S. imperialist criminals and to establish socialism in Canada.

HISTORIC MILESTONE IN THE DEVELOPMENT OF THE MARXIST-LENINIST COMMUNIST MOVEMENT

The working class in Canada, as elsewhere around the world, Celebrated May First, International Working Class Day, by making it a day of sharp class struggle. The main activity in Canada was centred in Montreal, where more than 15,000 workers demonstrated in the streets and where the proletarian internationalist events surrounding the historic Internationalist Rally of Marxist-Leninist Communist Parties, held in Montreal on April 30, continued with the Internationalist Feast. The main feature of the activities on May First was the resolute opposition to revisionism and opportunism of all hues and the vigorous upholding of the glorious banner of Marxism-Leninism and proletarian internationalism by the revolutionary proletariat led by its vanguard party the Communist Party of Canada (Marxist-Leninist), on the one hand, and the class betrayal and splittism by the trade union bigwigs, the revisionists and the opportunists of every hue, on the other.
The day's activities began when more than 1,000 revolutionary workers and revolutionary youth and students gathered in Carre St. Louis Park singing revolutionary songs, including the song "Coming to the Rally", written to do propaganda for the Internationalist Rally. Many people stopped to listen enthusiastically to the revolutionary songs and to have serious political discussion with the revolutionary workers about the issues facing the working class.
As more and more revolutionary workers joined the gathering, the park was soon filled with hundreds and hundreds of red flags emblazoned with the hammer and sickle and the initials of the Party and with dozens of large banners of the various revolutionary organizations participating in the demonstration and of the fighting slogans of the workers. There were banners of the Communist Party of Canada (Marxist-Leninist), the Canadian Workers' Association, and the Communist Youth Union of Canada (Marxist-Leninist). There were banners which boldly declared Make the Rich Pay! and Workers of All Countries, Unite! And there were hundreds of bright red flags.
With the banner of CPC(M-L) in the lead, the more than 1,000 revolutionary workers, youth and students took to the streets of Montreal, marching through various working class districts of Montreal and shouting revolutionary slogans which upheld Marxism-Leninism and proletarian internationalism. Shouts of Workers of All Countries Unite!, Make the Rich Pay!, Death to U.S. Imperialism!, Death to Soviet Social Imperialism!, Glory to Marxism-Leninism!, Long Live the Communist Party of Canada (Marxist-Leninist)!, Long Live Enver Hoxha!, Hail the Seventh Congress of the Party of Labour of Albania!, and many other revolutionary slogans echoed throughout Montreal. Neither the cold rain nor the large numbers of battle-equipped police that followed the demonstration could dampen the revolutionary enthusiasm of the workers.
All along the way, the revolutionary workers were greeted with great enthusiasm by the broad masses of the people who encouraged the workers with shouts of support, the honking of car horns and clenched fist salutes. Many people came out on their balconies to applaud the revolutionary workers as they passed. The warm response given to the revolutionary workers by the broad masses of the people, the respect and support with which the people cherish the revolutionary workers, clearly demonstrated that the aspirations of the people are for revolution and against reaction, for genuine independence democracy and socialism in Canada and an end to the ruinous rule of the rich.
The contingent of revolutionary workers then marched right into the den of the vipers and took the revolutionary politics of the class into the park where the trade union bigwigs, the revisionists and the opportunists of every hue had organized a demonstration under the tattered yellow banner of class and national betrayal and national and social chauvinism. There were more than 13,000 workers in the park. The arrival of the revolutionary workers showed in a very clear fashion the nature of the split in the working class movement that has occurred as a result of the revisionist betrayal of Marxism- Leninism and the principles of proletarian internationalism and as a result of the promotion of various bourgeois political trends in the working class. The bright red banners and the sea of red flags of the revolutionary proletariat stood in sharp contrast to the yellow and white banners and placards of the capitalist trade unions.
The national and social chauvinism and splittism of the trade union bigwigs, the revisionists and the opportunists of every hue were evident to everyone. Even before the demonstration in Montreal actually took place, the trade union bigwigs had organized a split, with the decision of the bigwigs of the Quebec Federation of Labour to hold "their own" demonstration apart from that of the Confederation of National Trade Unions and the Quebec Teachers' Federation.
The splittism was most obvious in the politics being advanced by these agents of the bourgeoisie in the ranks of the working class. On the one hand, the trade union bigwigs, the revisionists and the opportunists of every hue promoted the politics of tying the working class hand and foot to the interests of the bourgeoisie, the politics of class collaboration and capitulation. Some did this under the banner of straightforward bourgeois trade unionism. Others were more devious and called themselves "genuine Marxist-Leninists". The fact that the bourgeoisie has to resort to floating caricatures of Marxism-Leninism in order to dupe the people is an indication of the aspirations of the masses of workers for Marxist-Leninist politics of class struggle and the dictatorship of the proletariat.
The political bankruptcy of these so-called "Marxist-Leninists", followers of the capitalist roader and arch-criminal Teng Hsiao-ping, was also clearly evident. These shameless characters attempted to transform the glorious day of international class solidarity and class struggle for the proletariat into a cacophonous orgy of clanging cymbals and anti-communist slogans. In the politics they were promoting, the Pingists revealed themselves to be nothing more than the "left" wing of the Parti Quebecois and pushed the same line of reactionary cultural nationalism as the Levesque government.
On the other hand, in sharp contrast to the decadent and lifeless atmosphere and anti-working class politics of the trade union bigwigs, the revisionists and the opportunists of every hue, there was the revolutionary proletariat led by CPC(M-L). In contrast to the anti-working class and anti-communist slogans of the trade union bigwigs, the revisionists and the opportunists of every hue, the revolutionary proletariat shouted slogans of class struggle and class solidarity: Make the Rich Pay!, Workers of Ail Countries Unite!, Marx, Engels, Lenin, Stalin!, Death to U.S. Imperialism!, Death to Soviet Social-Imperialism!, Long Live CPC(M-L)!, Long Live the Party of Labour of Albania!, and many other revolutionary slogans. The militant fighting spirit and the revolutionary politics of the proletariat were warmly received and enthusiastically supported by the broad masses, who could see with their own eyes the new and communist quality of the proletariat in sharp distinction to the trade union bigwigs, the revisionists and the opportunists of every hue.
The demonstration by the 15,000 workers in Montreal lasted for several hours and concluded at the Paul Sauve Sports Arena, where two events had been organized -- one by the trade union bigwigs, and the other by the Canadian Workers' Association. While the trade union bigwigs had organized a meeting that had nothing to offer the workers except alcohol, the Canadian Workers' Association had organized an Internationalist Feast in honour of the fraternal Marxist-Leninist communist parties and organizations and national liberation movements that had participated in the historic Internationalist Rally of April 30, as a concrete manifestation of the fighting international solidarity of the working class. To the eternal shame of the trade union bigwigs, the revisionists and the opportunists of every hue, these characters would have nothing to do with demonstrating true solidarity with the struggles of the international working class and instead carried out open splittist activities. One police socialist sect openly called for a boycott of the Internationalist Rally and Internationalist Feast. Another police socialist sect, the Pingists, announced when the demonstration arrived at the arena that the workers should not enter the arena building at all, lest some worker should "stray" into the Internationalist Feast.
In all their activities, the trade union bigwigs, the revisionists and the opportunists of every hue revealed themselves to be not proletarian internationalists, but rabid national and social chauvinists. The so-called "Communist" (i.e., revisionist, Ed.) Party of Quebec, for example, denounced the Internationalist Rally and Internationalist Feast because one of the events in the Rally and Feast was the singing of the song of the historic Seventh Congress of the Party of Labour of Albania, and shamelessly asserted in the most chauvinistic manner that the People's Socialist Republic of Albania, the socialist homeland of all workers and the powerful bastion of world revolution, had nothing to do with "the reality of the Quebecois".
When the revolutionary workers arrived at the arena with the rest of the demonstration, the more than 1,000 revolutionary workers burst into singing the Internationale. Marching into the hall where the Internationalist Feast was to be held, the revolutionary workers were greeted with a standing ovation and clenched fist salutes by the workers who had been decorating the hall for the Internationalist Feast, and revolutionary slogans of class struggle and class solidarity again filled the air.
The successful demonstration of May First in Montreal, the sharp class struggle waged against revisionism and opportunism of all hues, the vigorous defence of Marxism-Leninism and the principles of proletarian internationalism, and the clear exposure of the trade union bigwigs and revisionists and opportunists of every hue as collaborators with the bourgeoisie and as national and social chauvinists, made May 1, 1978 an historic day for the proletariat in Canada and foretold the sure defeat of revisionism and opportunism of all hues and the victoryof the revolution and socialism in Canada. A great manifestation of the working people was held in the capital. Comrade Enver Hoxha and other leaders of the Party and state were also present. There were large delegations which had come to Albania to take part in the May Day celebrations, as well as ambassadors of diplomatic representations accredited to the People's Socialist Republic of Albania.
The working people paraded before the leaders of the Party and state, proud of the magnificent all-round victories achieved under the leadership of the Party of Labour, determined to provide new victories on the brilliant road of socialism. The participants carried huge banners and flags and placards which read: Long Live May Day! They sent salutations to Comrade Enver Hoxha and other leaders of the Party and state. Some of the popular slogans were: Glory to the Party of Labour of Albania!, Long Live Comrade Enver Hoxha!, The PLA, the Architect of All Our Victories! and The People and the Party Are in Complete Unity, This Is Our Greatest Victory!
From part of the May Day participants, portraits of the classics of Marxism-Leninism, Marx, Engels, Lenin and Stalin stood out, as well as the slogan: Glory to Marxism-Leninism!, The Marxist-Leninist Ideology Is the Only Ideology in Our Country!
In the May Day parade were the working class and the cooperativist peasantry, the people's intelligentsia and the youth who are actively participating in all spheres of socialist construction and defence of the homeland, and expressed their determination to realize the objectives supplied by the glorious Seventh Congress of the Party of Labour of Albania in every sector.
Thousands of signs read: In the Entire Construction of Socialism, the People's Socialist Republic of Albania Has Adhered to the Principle of Self-Reliance!, Long Live the Dictatorship of the Proletariat! In the May Day parade, the Albanian working people expressed their resolution to put into practice the foreign policy proposed by the Seventh Congress of the Party of Labour of Albania.
On the Martyrs of the Nation Boulevard, the working people of the capital of Albania held their parade. They chanted slogans hailing Comrade Enver Hoxha.
The working masses shouted many slogans which greeted the struggles of the Party of Labour of Albania against imperialism, social-imperialism and modern revisionism. They raised aloft the slogans: Down with American Imperialism and Soviet Social- Imperialism, the Greatest Enemies of the Peoples!, NATO, the Warsaw Treaty, COMECON and the EEC Are Instruments of Expansionist Policies of the Two Superpowers and World Capitalism and a Task Force Against the Revolution, Socialism, the Freedom and Independence of the Peoples! You Can Never Rely on One Imperialism to Fight the Other!
Other slogans hailed the unflinching and principled stand of the PLA towards modern revisionism and opportunism with international support for the principled Marxist-Leninist parties. Some of them read: Opportunists and Renegades Come and Go, but the Proletarian Ideology of Marxism-Leninism Remains an Invincible Force! The Theory of "Three Worlds" Is an Anti-Marxist, Counter-Revolutionary Theory! a New Varient of Opportunism! The Anti-Leninist Theory of the "Three Worlds" and the "Non- Aligned" Undermine the Struggle Against hnperialism Waged by the Marxist-Leninist Communist Movement and the Unity of the International Proletariat!, Our Revolutionary Greetings to the Marxist-Leninist Parties Which Are Fighting Against Capitalist Oppression and Revisionist Treachery! The Interests of the Proletariat Can Only Be Defended by Faithfully Pursuing and Implementing Marxism-Leninism! Long Live Proletarian Internationalism!
This May Day, 1978, found the People's Socialist Republic of Albania stronger than ever in the front lines of the anti-imperialist, anti-revisionist front and it will stay in this line forever. The participants carried the banners: No Blackmail or Threats Will Divert the Albanian People From Its Marxist- Leninist Road! We Must Counterpose the United Front of the Enemy with Our International Steel-Like Front!
On May Day, the Albanian people sent ardent greetings to the people of Africa, Asia, and Latin America, hailing the armed struggles of the people of Burma, Thailand, Malaya and Indonesia for national and social liberation. In the May Day parade, in the capital of Socialist Albania, the idea was expressed especially that the international working class and the Marxist-Leninist parties have found and will always find in the Party of Labour of Albania and the Albanian working class, a faithful and invincible ally, ardent support and backing.

May First 1978, International Working Class Day, saw the proletariat of the capitalist countries mount the barricades of class struggle by launching militant demonstrations, rallies and strikes against the reactionary bourgeoisie. In Spain, powerful demonstrations and rallies were organized throughout the country against the Juan Carlos monarcho-fascist regime. The demonstrations, rallies and other actions were notable for the active participation by the militants of the vanguard party of the Spanish proletariat, the Communist Party of Spain (Marxist-Leninist). In Madrid, more than 500,000 workers marched through the streets. The proletariat of the Basque city of Barcelona, 35,000 strong, clashed with the repressive forces of the monarcho-fascist regime. In these clashes, twelve workers were injured and many were arrested. Militant demonstrations took place as well in Bilbao, San Sebastian and other cities.
On the First of May, despite the atmosphere of fascist terror that prevailed in Chile, in many cities, especially in the capital of Santiago, the working people organized rallies and demonstrations. During these demonstrations in the capital, the repressive forces of the Pinochet regime intervened to disperse the demonstrators. Clashes occurred between the demonstrators and the police and many demonstrators were arrested. These demonstrations are a reflection of the determination of the Chilean people to continue their struggle against the fascist regime in power.
Throughout France, workers in their tens of thousands, including 87,000 dock workers, celebrated May Day on the picket lines, as the strike movement remains at a high tide in that country. In Paris, 1,500 workers fought with the police in the street with stones and bottles. Many workers were arrested while several police were injured in the clashes.
Demonstrations of working people took place throughout Italy as well, and in the northern industrial city of Milan, the police attacked the demonstrations of workers. In the Portuguese capital of Lisbon, one hundred thousand workers marched through the streets denouncing the social-fascist Soares regime and its anti-popular repressive measures. In Japan, more than five million workers participated in one thousand one hundred May Day rallies and demonstrations throughout the country, protesting the shifting of the burden of the economic crisis ever more heavily onto their backs, driving them into impoverishment.
The huge and militant struggles of the workers in the capitalist countries waged in the face of the fierce repression of the reactionary regimes, reflects the fact that the main feature of the world today is that it is the revolutionary forces, the international proletariat, which is in ascendancy, while the forces of reaction, while stronger, are engaged in a deathbed struggle.
