Dear Comrades,
The Party of Labour of Albania convened its Seventh Congress on November 1, 1976. This Seventh Congress was convened at a crucial time in the history of the International Marxist-Leninist Communist Movement and it provided answers to the burning issues facing the movement.
As all of you are aware, the period preceding the Seventh Congress was the period of intense ideological struggle against modern revisionism and all its currents and opportunism of all hues. It was the period in which new Marxist-Leninist parties were founded on the world scale on the basis of the struggle against modern revisionism with Khrushchov revisionism at its head and with various currents (e.g. Titoite revisionism) and trends as its component parts. Modern revisionism and all its currents and opportunism of all hues is an international bourgeois ideological trend. It is nurtured by imperialism, led by U.S. imperialism and Soviet social-imperialism and it serves imperialism as well. It is the theoretical basis of social-fascism and the supporter of the most reactionary and diabolical national and social chauvinism. It is the ideology of revision, distortion and emasculation of Marxism-Leninism and it is the ideology of capitulators to imperialism and of all traitors to the proletariat and its historic mission. It is the ideology of disintegration of the revolutionary vanguard of the working class and of the blunting of the sharp edge of class struggle and of diversion to class collaboration and class conciliation. Modern revisionism and all its currents is still today the main enemy of Marxism-Leninism and is the chief danger to the proletarian revolution for social emancipation. Struggle against modern revisionism and all its currents and opportunism of all hues is a life-and-death struggle of the proletariat against the bourgeoisie and it is a necessary and decisive struggle to defeat imperialism, led by U.S. imperialism and Soviet social-imperialism, to overthrow capitalism by violence, to win national liberation and social emancipation and to end exploitation of man by man and to bring about the transition from capitalism to socialism on the world scale. This struggle is a necessary struggle against the danger of war and is the decisive struggle in the Bolshevization of the Party and the preparation of the working class for the seizure of state power.
Khrushchov revisionism rose as the ideological and political representative of the emerging new bourgeoisie in the Soviet Union, the bourgeoisie which was under fire under the dictatorship of the proletariat before but which had amassed immense power and privilege in the Party and state apparatus. Khrushchov revisionism, as its first task, attacked the theory of Marxism-Leninism, attacked the life and work of Comrade Stalin in order to attack Leninism, and embarked on the road of treachery and betrayal. For the Soviet Union, Khrushchov revisionism carried the policy of capitalist restoration and, internationally, carried out sabotage and disruption of the International Communist Movement and national liberation struggles, on the one hand, and collaboration with imperialism, headed by U.S. imperialism, on the other. Khrushchov revisionism dished out the anti-Leninist theory of the “peaceful and parliamentary road to socialism”, the anti-Leninist theory of the “state of the whole people” and the anti-Leninist theory of “peaceful competition” with imperialism, headed by U.S. imperialism. Khrushchov revisionism united with Titoite revisionism in order to sabotage the International Communist and Workers’ Movement and carried out provocations and bullying of the genuine Marxist-Leninist parties and blatantly interfered in the internal affairs of these countries and formed blocs against these parties.
The Communist Party of China, headed by Chairman Mao Tsetung and the Party of Labour of Albania, led by Comrade Enver Hoxha and other genuine Marxist-Leninist parties carried out vigorous and determined ideological struggle and other forms of struggle against Khrushchov revisionism. They refused to come under the baton of Khrushchov revisionism and refused to submit to blackmail and to other diabolical schemes. By their vigorous polemic against Khrushchov revisionism and its allies, the Communist Party of China, the Party of Labour of Albania and other genuine Marxist-Leninist parties and groups inspired the revolutionary forces all over the world to split with revisionism and to defend the purity of Marxism-Leninism and the principles of proletarian internationalism. Communist parties were established on the basis of Marxism-Leninism and proletarian internationalism in many countries, while the old parties which refused to fight modern revisionism and all its currents, or which succumbed to its pressure and blackmail, degenerated into social-democratic, reformist and opportunist parties forming an alliance with other reactionary forces against social revolution in these countries. Our Party was founded as a direct result of the vigorous struggle waged against Khrushchov revisionism by the Communist Party of China and the Party of Labour of Albania and more specifically, at the call of the Great Proletarian Cultural Revolution, and the main mission of the Party was to defend the purity of Marxism-Leninism and proletarian internationalism and vigorously oppose Khrushchov revisionism and all other revisionist currents and opportunism of all hues.
While the genuine Marxist-Leninist parties increased in number and strength, the modern revisionists, led by Khrushchov-Brezhnev, carried on along the road of treachery and betrayal and completely degenerated into social-fascist and social-imperialist parties. This degeneration gave rise to further splits and divisions in the revisionist camp, giving rise to such currents as “Eurocommunism” and “going one’s own way”, etc.
The current struggle against the new opportunist trend based on the anti-Leninist theory of “three worlds” is against those who are reversing the correct verdicts on Khrushchov revisionism and Titoite revisionism. These opportunist cliques are reversing all the decisions against modern revisionism and all its currents and opportunism of all hues and are actively taking up their ideology and are attacking Marxism-Leninism and proletarian internationalism. Instead of carrying out vigorous struggle against Khrushchov revisionism and all other revisionist currents and opportunism of all hues, these theoreticians of “three worlds” are accusing those who are fighting Khrushchov revisionism and other currents of revisionism and opportunism of all hues of being agents of Soviet social-imperialism and Trotskyites, etc. This trend is going down the same beaten path of treachery and betrayal as Khrushchov revisionism and Titoite revisionism took. It has embarked on the path of collaboration with imperialism, headed by the two superpowers and it has advanced the theory of “three worlds” in order to attack Marxism-Leninism, the social revolution and the national liberation movement on the world scale. It also carries out provocations and bullying and uses blackmail and pressure to shove its anti-Leninist theories down the throats of the people. It blatantly interferes in the internal affairs of other fraternal parties and establishes, under its baton, renegade and splittist groups in various countries.
The Seventh Congress of the Party of Labour of Albania was held at a time when maximum ideological confusion was being generated by Khrushchov revisionism and by this new emerging opportunist trend with the anti-Leninist theory of “three worlds” as its theoretical base. The Seventh Congress of the Party of Labour of Albania was the turning point and radical rupture with what was prevailing before. Life experience has shown the results of the Seventh Congress. We make the following points:
1. The Seventh Congress of the Party of Labour of Albania and the Report submitted by Comrade Enver Hoxha to it, are a test to differentiate between sham Marxist-Leninistsand genuine Marxist-Leninists. The Seventh Congress and the Report submitted to the Seventh Congress provided leadership to the International Marxist-Leninist Communist Movement and was an historic event of world importance. From the time of the Seventh Congress, the Marxist-Leninist forces have further grown and developed, the unity between the Marxist-Leninist forces has grown and the revisionists and opportunists of all hues have been further isolated and opposed. The Seventh Congress is an international event which has significance for all the Marxist-Leninist and revolutionary forces of the world.
2. We consider the Report submitted by Comrade Enver Hoxha to be the theory and practice of communism. This means that all genuine Marxist-Leninist parties now have a point of unity aroun.d the name of Comrade Enver Hoxha, and a point of departure in the name of Khrushchov revisionism and the revisionism of the anti-Leninist theoreticians of “three worlds”, all other revisionist currents and opportunism of all hues. This situation did not exist before the Seventh Congress. It is the revolutionary prestige and influence and the exemplary life and work of Comrade Enver Hoxha which were absolutely essential to establish a rallying point, a point of unity and solidarity for the purpose of establishing the unity of the International Marxist-Leninist Communist Movement. This is not to say that all genuine Marxist-Leninist parties now already have an International and that the work for its creation and the organizational form it may take should be abandoned.
3. The events since the Seventh Congress have shown not only that the Report submitted by Comrade Enver Hoxha to the Seventh Congress is applauded and is considered to be an authoritative document and an inspiration to the genuine Marxist-Leninist parties, but also that the fraternal parties of the Party of Labour of Albania have shown the maturity, determination and resolve to defend Marxism-Leninism and the principles of proletarian internationalism in their own right. These parties have come of age. They, alongside the Party of Labour of Albania, form a formidable force against Khrushchov revisionism and all its currents and opportunism of all hues. The genuine Marxist-Leninist parties, in their own right, command respect and influence not only in their own countries but abroad as well. This goes to show the tremendous progress the International Marxist-Leninist Communist Movement has made since the time that Khrushchov revisionism arose.
4. The propaganda and agitation that has become the feature of the activities of the genuine Marxist-Leninist parties since the Seventh Congress, in the defence of the purity of Marxism-Leninism and the principles of proletarian internationalism, show the power and force that the theory of Marxism-Leninism has. The Marxist-Leninist parties are now embarking on the historic task of preparing the working class for the seizure of state power, for the overthrow of capitalism, for the final end of imperialism, headed by the two superpowers, and for the victory of the genuine national liberation struggles. They are doing so in the general climate, excitement and fervour of defending the purity of Marxism-Leninism and the principles of proletarian internationalism and in the rigorous atmosphere of opposing Khrushchov revisionism and all its currents and opportunism of all hues. Furthermore, they are doing so in the conditions of actual combat, under the conditions of leading actual class struggle against their enemies. The power and energy which this entire situation generates, the possibility this entire work creates and the future which it guarantees are of colossal world significance.
Herein lies the importance of the Seventh Congress. Herein lies the significance of the activities carried out since the Seventh Congress. Herein lies also the future that awaits us. Our Party declares:
