NCP was organized 15 Mar. 46 to bring about discussion and, later, action in the crisis in the U.S. proletarian movement.
It was generally agreed that the first step was to help bring about the widest possible discussion of the crisis, especially among workers but not excluding others.
It became clear that if this discussion were to amount to anything, NCP and others must provide a means whereby the views in question could be exchanged and whereby, closer links could be established among groups spread throughout the U.S.
In the past, carbon-copies of the Report have been circulated to act as the basis for NCP discussion and action at its weekly meetings.
It has now been decided to mimeograph these reports and – in the present form – to make then available not only to NCP members and followers but to a much wider circle.
