Work up the question of studying the composition of communist executives with a view to determining their suitability for work of various scope and scale, if only in the city of Moscow and one of the gubernias to begin with.[1]
[1] Lenin’s proposal was included in the decision of the C.C. plenum on October 8, 1921, passed in connection with Molotov’s report concerning the registration of executives and the order in which they were to be distributed.
