I move that the Politbureau resolve:
1) That the report be made.
2) That Unschlicht be appointed to make it.
3) That the report’s conclusions serve as the Politbureau’s decisions on its findings.
4) That the secret part be dealt with separately at a closed meeting.

[1] This draft was written on the letter of I. S. Unschlicht, Deputy Chairman of the Veclieka, to the Central Committee of the R.C.P.(B.), which stated: “At the recent session of the All-Russia Central Executive Committee it was decided at the September sitting to hear the report of the commission set up to inspect the Commissariat for Foreign Trade. Please give me your instruc-tions on the following: .1) should such a report be made at all; 2) if it should, then in what direction” (Central Party Archives of the Institute of Marxism-Leninism of the C.C. C.P.S.U.).
Lenin’s motion was adopted by the Politbureau at its meeting on August 25, 1921.
