Dear Comrades,
The strengthening of Soviet finances is one of the most difficult problems before us; but at present it stands in the forefront, and unless it is solved it will be impossible to make any considerable progress either in safeguarding the independence of Soviet Russia from international capital or in developing our industry and culture. Our financial organisations must do their utmost to collect the taxes as quickly as possible and thereby ensure the resources that the workers’ and peasants’ state needs to enable all the organs of state power to function properly.
I greet the All-Russia Congress of Financial Workers and express the firm conviction that in the building up of our finances you will justify the hopes placed in you by the masses of the working people of Soviet Russia.
