About Goikhbarg, I have had a number of complaints saying that as chairman he browbeats and intimidates the public. In other respects, I personally value Goikhbarg highly. Perhaps this could be checked or he specially cautioned.

[1] Written under the draft list of members of the Narrow C.P.C. circulated to Politbureau members for a vote.

On May 18, 1922, the Politbureau approved the composition of the Narrow C.P.C. It appointed A. G. Goikhbarg to the Narrow C.P.C. with the duties of chairman during the period the chairman, A. S. Kiselyov, and deputy chairman, G. M. Leplevsky, wore receiving medical treatment.
