Smilga
for Radek, Dzerzhinsky and all members of the Polish C.C.

If in Seidlitz Gubernia land-hungry peasants have begun to seize the landed estates, it is absolutely essential to publish a special decision of the Polish Revolutionary Committee making it obligatory to give part of the landed estates to the peasants and at all costs to ensure concord between the laud-hungry peasants and the farm hands. Please reply.
