Draft Resolution Defining Terms of Reference[1]

Placing on record that all members of the Central Committee living abroad have been invited and that all except one are present, this meeting regards itself to be a conference of Central Committee members living abroad and places on its agenda the question of reconstituting the Central Committee in connection with the general situation within the Party.
